Research On Implementation Of Subsidy Policy For Needy Students In Universities

With the implementation of fee policy and increasing enrollment policy of higher education, the number of needy students gradually turns into a massive one in universities or colleges. In order to help these students finish their education successfully, a number of subsidy policies have come into being by our Nation. With the carrying out of the 68th and 13th documents published by National Office [2004] and Nation [2007], our Nation has established a good subsidy policy systematically. However, it is a long distance to go from the policy-making to carry out the policy objectives. In order to achieve the policy objectives, we should find out the problems existed in subsidy policy and study how to carry out the policy better. This paper aims to probe these main issues.Therefore, firstly we use the way of literature research to study subsidy model, idea and mode at home and abroad. Secondly we do some questionnaire and interview in University H of Zhejiang province in order to collect source material. Thirdly, we apply the implementation deviation theory, while public policy implementation is being used, to practice. With the theory, we list the type of implementation deviation of subsidy Policy systematically in University H. Fourthly, taking theory of Smith's Four Factors as the research frame, we analyze the reason for implementation deviation of subsidy Policy. And that's our creation on this topic. At last, we put forward some suggestions for how to do subsidy policy better.According to the research, there are six implementation deviations while using subsidy policy in University H. They are superficiality of needy students' identity and student loans' post-management, expansion of University's fund, dissimilation of student loans' policy, localization of work-study policy, mechanization of Nation's scholarship and stipend, stagnation of construction subsidy organization and subsidy policy propaganda. Taking theory of Smith's Four Factors as the research frame, we find that because of the limitation of present policy itself, target group, implementation organization and policy environment. These four factors lead to implementation deviation of subsidy policy. Therefore, the aim of subsidy policy could not be achieved successfully.Because of limitation of our experience and research level, this paper just discuss the problem while subsidizing needy students from the aspect of financial aid, and we do not pay more attention to spiritual aid. And that is further research we are going to do next time.
