Promote The Social Force Participating Financial Aid For The Needy Higher Education Students

The policies on financial aiding the needy higher education students have been caused widely attention among the nations all over the world and also have significant research value. The funding model are mainly divided into three ways:the West European model、the Japanese model and the American model. The social force has been made great contribution to the financial aid, which also make important impact to the policy make.In China, the expansion of higher education and the fee-paying system reform have been created more poverty-stricken students, which also impose heavy financial burdens to their families and the government. However, the social force has not been done enough for aiding the poor students. The paper analyses the status of social force funding and points out three problems existing in the work:the intention for financial aid are not strong enough、the financial aid channels are impeded、the financial aid cannot be used repeatedly.The paper offers five solutions to solve the problems:Firstly, safeguarding the profit from commercial bank will strengthen the intention for financial aid. Secondly, the government incentive policies encourage financial aid. Thirdly, special lotteries will be instituted to collect funds for the needy higher education students. Fourth, the cooperation between the businesses and the needy families will widen the financial aid channels. Fifth, the social funding are repeated used via student loan.
