The policy on subsidization to impoverished college students is the effective methods in promoting educational and social equity, and also the inevitable demand in implementing the governmental public financial function and promoting the equalization of basic public services.This research considers policy implementation as the angle of view. It discusses the equity of college students'subsidy in Zhejiang, and proposes to improve the environment and execution of policy-implementation, so that the subsidy system could be perfected.The article mainly includes six parts.The introduction as the first part expounds the origin, significances, core concepts and methods of the research by means of literature analysis.It also determines policy implementation as the research angle. The second part analyzes the literature on subsidization to impoverished students, and discusses the relevant theoretical basis on educational equity and policy implementation. Then it sets up a theoretical structure to policy implementation and its study. The third part introduces the policy system on subsidization to impoverished college students in Zhejiang, and analyzes the implementation situation of funds on all the subsidization policies.In the fourth part, questionnaire on investigate the policy implementation on subsidization to impoverished college students in Zhejiang is used. Though the empirical investigation on one thousand five hundred and fifty students in fourteen universities, five cities of Zhejiang province and the interview to managers who implement the policy, school counselors and impoverished college students, the research analyzes in five dimensionalities and five parts that are "policy propagandas", "satisfaction on implement", "influence on target group", "evaluation on implementation", "obstruction on implementation". It aims at explaining the current situation and existing problems of the policy implementation from three levels of theory, data and phenomenon. The fifth part uses Independent-Samples T Test and One-Way ANOVA to analyze the implementation differences and their reasons on sociologic feature.According to the result of the investigation on government, universities, and individuals, the sixth part comes to some advices to perfect policy and its implementation on subsidization to impoverished college students in Zhejiang.Based on quantitative statistics and qualitative analysis, the investigation finds that there are some factors such as gender, types of poverty, family background, academics difference, and types of loans affecting on policy implementation of subsidization to impoverished college students in Zhejiang. Problems exists in Zhejiang, such as the insufficient investment of the students'aid funds, the ineffective policy propaganda, the worrying psychological health of impoverished students, the imperfect system of policy supervision and coordination. In accordance with the results and finds of the survey, the execution of policy-implementation should be improved through theories and cases by which:1) The government should study to formulate a system in order to perfect the institutional environment for policy implementation of subsidization and the economic links, increase the investment of funds, and complete the mechanism of policy supervision, estimation, coordination. Meanwhile, establish an effective system of Student loan, and impel the innovation of the mechanism.2) Universities should give full consideration on the factors that affect the students, and strengthen propaganda, distinguish the impoverished students reasonably, complete the Work-study system and implement care and love to the impoverished students.3) The impoverished students themselves should reinforce self-studies, and establish the sense of integrity, independence and thankfulness.They should also improve both the physical and psychological quality positively, release the pressure reasonably, and reduce the negative effect due to poverty.
