The aid policy of secondary vocational students is an important part of national aid policyfor poor student, its purpose is to let the family economic difficulties of junior high schoolgraduates accept good vocational education, which is the inevitable requirement of developingvocational education in our country. Along with the development of economic and social, theaid policy of secondary vocational students in Shandong province has formed the aid policysystem such as country grants, free tuition policy, school scholarships, students withwork-integrated learning, the field work, the school tuition, which provide the chance tothousands of secondary vocational students to receive vocational education. The effectiveimplementation of favorable farming policy will be related to hundreds of thousands ofsecondary vocational students’ happiness and secondary vocational students’ vital interests oftheir families.Policy implementation is the breakthrough point of the research, which given prioritywith questionnaire investigation, complementary with interview method to study the questionsso as to find the main problems existing in the process of policy implementation, and discussesthe reasons behind the problems, so as to put forward the corresponding solutioncountermeasure to improve the effectiveness of the policy implementation process, which canbenefit thousands of secondary vocational students. The article mainly includes five parts.The introduction as the first part on the basis of literature research expounds the origin,research significance, definition and methods of the research. The second part, also based onthe literature research, analyzes the literature of secondary vocational students aid policy afterthe establishment of the country, and divides the policy into six periods in time order, such asthe aid policy in the early days after the foundation of the country, the aid policy during thecultural revolution, the aid policy in the early reform and opening-up, The time whichscholarship bud and develop, the combination of the charge policy scholarship policy andloans policy, the aid policy of the21st century. The third part uses the questionnaire method toinvestigate the eastern, central and western of Shandong. The process is random sampling. The content of the questionnaire involved seven dimensions, policy propaganda, financing way, thestate grants, scholarships, field work, the fairness of the funding process, and students’psychological, along with the questionnaire to join the appropriate interview, the interviewobject include the secondary vocational school funding policy executive, the teacher in chargeand the secondary vocational students, the purpose is to fully understand the funding problemsexisting in the process of policy implementation, and by using statistical tools to get the resultsand the research conclusion. The survey exists in the process of policy implementation doesnot reach the designated position, state grants delayed release, field work set fewer jobs,secondary vocational students psychological situation is grim, grants to issue in the process ofthe problem of lack of fairness and aid in the form is relatively single. The fourth part answersthe reasons that why these questions appear and gives three answers to the questions. Thelast part trys to put forward the countermeasures and suggestions to improve the effectivenessof policy implementation from three aspects: the government, the vocational schools and poorstudents in the process.
