Research On The Implementation Of National Financial Aid Policy In Quanzhou Higher Vocational Colleges

The government attaches great importance to the implementation of the financial aid evaluation policy for ordinary colleges.In particular,Quanzhou is located in the southeast coastal area,which has a high degree of economic and social development,and it is also the main force for poverty alleviation through education.Higher vocational education shoulders the important responsibility of inheriting technical skills,training outstanding grass-roots talents,which stables and promotes the employment and entrepreneurship.For higher vocational colleges,the national financial aid policy enables poor students to have the opportunity to receive vocational education and training,then master certain skills,which is an important way to realize educational equity and reduce the economic burden of poor students’ familiesThe study found that Quanzhou higher vocational colleges do a good job of national bursaries through early policy publicity,identification of students with financial difficulties from families,the issuance of national bursaries,and the education and management of the student groups to be assisted,and students’ implementation of the national bursary policy satisfaction rate is generally high.However,in the process of implementing the national bursary policy for higher vocational colleges in Quanzhou,there are still problems such as imperfect certification standards,poor implementation mechanisms,effects to be improved,and insufficient creation of a student environment.The main reasons are imperfect evaluation systems and poor institutions.Soundness,weakening of educational functions,and lack of a good implementation environment.In view of the dilemma of national financial aid evaluation policy implementation in higher vocational colleges in Quanzhou,this paper continues to concentrate on taking Smith model as the framework,and puts forward the countermeasures to optimize the implementation of national financial aid evaluation policy.At the level of ideal policy,we should perfect the construction of the national grant system in higher vocational colleges,including formulating the scientific assessment standard of national grant,establishing the standardized system for identifying poor students,optimizing the allocation of grant resources and improving the efficiency of national grant system.At the level of implementing agencies,we should strengthen the executive power of state grants in higher vocational colleges,including improving institutional Settings,strengthening the supervision of the use of state grants,standardizing the daily management of policy implementing agencies,applying information methods and other measures.At the level of target groups,we should strengthen the education management of the aided groups in higher vocational colleges,including taking talent training as the main body,giving full play to the educational role of national grants,constructing a dynamic national grants support system,paying equal attention to material support and psychological support,and carrying out differentiated support and other measures.In terms of environmental factors,we should build a sound environment for policy implementation,including increasing policy publicity,establishing a multi-funding system,gaining more social attention by taking advantage of the brand of student aid and other measures.
