| With the population aging crisis,China’s population policy gradually from population control to encourage and support fertility transition.However,family-based reproductive decisions and behaviors are affected by many factors,and the policy of "allowing birth" does not mean that people are "willing to give birth".Based on this,The State Council issued the 14 th Five-Year Plan for National Economic and Social Development and the Outline of 2035 Vision Goal in 2021 to implement the national strategy to actively respond to the aging of the population,through the development of inclusive childcare services,improve the infant development policy system,to promote the realization of a moderate fertility level.In July of the same year,the Decision on Optimizing Birth Policy to Promote Long-term Balanced Development of Population was issued,which further refined and improved various supporting policies for the development of universal child-care service system.To actively implement the national strategy,Inner Mongolia autonomous region government issued "on promoting the development of infants and young children under the age of 3 care service implementation opinion",require departments at all levels to carry out the relevant preferential policies to support the development of welfare and non-profit nursery institution,Hohhot municipal government has also included the development of universal child-care services in the program for women and children.The central and local governments attach great importance to the construction of the birth support policy system based on universal child-care services,but there are still unbalanced and inadequate problems in the development process,and the child-care needs of infant families have not been effectively met.In this context,this paper takes the four districts of Hohhot city as the research object to carry out in-depth research on the inclusive childcare services in Hohhot.According to the research,in order to meet the social needs of children,relieve the pressure of family care,and lay the foundation for the growth of children,parents of infants and young children in Hohhot hope to obtain affordable,close to the full-time inclusive childcare services combined with education.However,due to the constraints of the imperfect legal supervision system and departmental coordination mechanism,insufficient supporting policies and publicity means,and unreasonable talent training and curriculum planning,there are many problems to be solved in Hohhot city’s universal childcare service,which are as follows: First,the functions of family,community and other organizations have not been fully activated,and the diversified supply system needs to be further developed.Second,there is a lack of public and universal childcare institutions,which can hardly meet the diversified needs of infant families in terms of enrollment scale and service content.Third,the relevant supportive policies and approval management procedures are not perfect,which to a certain extent hinders the enthusiasm of market subjects to run gardens;Fourth,the government lacks overall planning and top-level design in terms of departmental coordination and regulatory responsibility,and the implementation of policies is poor.Fifth,universal care institutions are generally faced with the sustainable management dilemma of space shortage and shortage of funds,and the problem of high staff turnover rate and lack of professionals.Based on the above questions,this paper summarizes the experience of Shanghai and nanjing,and combining the theory of new public service theory,welfare pluralism and ERG theory,a concrete analysis of the above problems and reasons,through enhancing the top design,the government plays a leading role,strengthen the family main body responsibility,improve community service ability,smooth the path of social involvement,to build multivariate multiple subjects participation of universality nursery service supply system. |
