A Study On The Conflict Between Core Stakeholders In Infant And Young Childcare Services

The problem of infants and young children under the age of three "no door to kindergarten" has aroused widespread concern from all walks of life about infant and child care services,and General Secretary Xi Jinping officially announced at the 19 th National People’s Congress Standing Committee of the Communist Party of China held by the party that "early childhood education" is a major part of the work of effectively protecting people’s livelihood and focusing on improving people’s livelihood.In the same year,the frequent incidents of child abuse in "infant and child parent-child kindergartens" in various places have aroused widespread discussion in all walks of life on the safety of 0-3-year-old infants and young children.The government has begun to pay attention to the issue of care services for infants and young children aged 0-3 years old and listed it as an important matter to ensure the development of people’s livelihood.In the 2018 government work report,it was officially clarified that "strengthening the supervision of the quality of infant and child care services" was strengthened.Then,in 2019,the General Office of the State Council issued the Guiding Opinions on Promoting the Development of Infant and Child Care Services for Children Under 3 Years of Age,which determined how infant and child care services will be carried out in the future.At the same time,China’s Health Commission has also formulated the "Standards for the Establishment of Childcare Institutions(Trial)" and "Norms for the Management of Childcare Institutions(Trial)" and other standardized and standardized policy texts,in April 2020,the General Office of the Henan Provincial Government issued the "Henan Provincial Implementation Opinions on Promoting the Development of Infant and Child Care Services for Children Under 3 Years of Age" in accordance with the relevant policy texts of infant and child care services formulated by the two national departments,so that the development and growth of infant and child care services in Henan Province has become a law to follow,and there is a law to follow.It provides a policy guarantee for the healthy and orderly development of the infant and child care service market in Henan Province.However,the development of the infant and child care service market in Puyang City is only based on the policies and regulations of the national and provincial governments,and no relevant policy texts based on the actual development of the infant and child care service market in Puyang City have not been introduced,resulting in chaos in the development of the Puyang Infant and Child Care Service Market.This paper introduces the theory of stakeholders and the theory of collaborative governance,and comprehensively understands the supervision of the infant and child care service market,the development of infant and child care service institutions,the needs of infant and young child parents and other basic situations by the Puyang Municipal Government through the questionnaire survey method and interview method,and discusses the interests of stakeholders in the infant and child care service market,and proposes that the behavior of stakeholders is absent from the role of "leader" in government departments,and infant and child care service institutions provide low-quality services.Three aspects of the problem of bias in the perception of infant and young child care services by parents of infants and young children;By analyzing the reasons for the government’s excessive emphasis on public interests and neglecting regulatory responsibilities,infant and child care service institutions excessively pursuing economic benefits and ignoring service quality,and infant and young child parents paying too much attention to diverse needs and ignoring knowledge reserves,the path of collaborative governance of Puyang infant and child care service market is summarized:implement the government’s "leader" responsibility and build a multi-party interaction mechanism;Strengthen the main responsibility of infant and child care service institutions and strengthen industry self-discipline;Strengthen the supervision responsibility of parents of infants and young children,and actively learn the knowledge of childcare services...
