Study On The Optimization Of Policy Supply Of Infant And Young Children Aged 0-3 Childcare Service In Fuzhou

Childcare service policy is one of the supporting measures for the country to implement the "comprehensive two-child" and "comprehensive three-child" birth policies successively,aiming at improving the fertility willingness of families of childbearing age and supplementing the lack of family care.Fuzhou is committed to developing a city with a population of tens of millions,and government departments at all levels have issued a series of policies to develop the population stock,increase the population increment and improve the population quality,among which the policy of nursery service is also included.Therefore,it is of great significance to carry out the "comprehensive three-child" policy,optimize the population structure of Fuzhou,increase the birth rate,help develop people’s livelihood and welfare,and promote long-term economic and social development.In this paper,nine policy texts of childcare service issued in Fuzhou from 2020 to2021 are taken as the research object,and the content analysis method and interview method are used to carry out the research.From the three aspects of text release time,release unit and text type,this paper makes a quantitative analysis of relevant policy texts and studies the characteristics of policy supply;Word frequency statistics and high-frequency word combination analysis are used to study policy topics.Based on the new public service theory and the perspective of supply-oriented,environment-oriented and demand-oriented policy tools,this paper constructs a two-dimensional analysis framework of policy effect and policy tools,and uses this framework to code the policy text and statistically analyze the application of policy tools in the text unit.It is found that the operability of the city’s nursery service policy is not strong,the participation and coordination of responsible subjects are insufficient,the use of policy tools is unreasonable,and the core role of family is neglected.These problems are mainly caused by the lack of service awareness of relevant departments,the lack of organization and assessment mechanism of government departments,the lack of public participation in policy formulation,and the comprehensive influence of policy tools and government resource limits.Based on the analysis of the problems and reasons,this paper puts forward four suggestions: establishing the policy system of child care service,paying attention to the rationality of policy content,improving the literacy of policy makers and enhancing the social participation in policy making,so as to provide reference for optimizing the policy supply of childcare service for infant and young children aged 0-3in Fuzhou in the next stage.
