In recent years,major public health incidents have occurred frequently and the outbreak of COVID-19 has caused a great impact to global public health.Inner Mongolia is located in the northern frontier of China and plays a very important role in maintaining the overall security and stability.The study of COVID-19 epidemic emergency management policy in Inner Mongolia is of great significance to improve and optimize the policy system of emergency management of major public health incidents in Inner Mongolia.Firstly,this paper divides the COVID-19 epidemic emergency management process in Inner Mongolia into four stages:prevention,response,adjustment and recovery,so as to analyze the characteristics of emergency management in different stages.Secondly,we sorted out 108 policy analysis samples issued by the Inner Mongolia Autonomous Region government and its constituent departments.Based on the policy analysis framework of policy stages,policy issuers,policy types and policy tools,the emergency management policies were comprehensively analyzed in combination with different stages of emergency management.Using the content analysis method,focus on the application types of policy tools for COVID-19 epidemic emergency management in Inner Mongolia,as well as the combined application of policy tools in different stages.The research shows that the epidemic prevention and control policies in Inner Mongolia covers a wide range of areas,and all departments participate in policy formulation.The local epidemic was basically controlled in a short period of time,and policies are mainly focused on the recovery stage of emergency management.The application types of policy tools are diverse,and the proportion of policy tools can be adjusted according to the change of policy objectives at different stages.Finally,in order to further optimize the policy system of emergency management of major public health events in Inner Mongolia,the following suggestions are put forward:improve the emergency plan and enhance the legal effectiveness of policies;All departments should strengthen cooperation and participate in the formulation of emergency management policies;Reasonably allocate the proportion of policy tools and optimize the internal structure of policies. |
