Study On The Implementation Issues Of The Preferential Enterprise Rescue Policy In Enshi Under The COVID-19 Epidemic

The COVID-19 pandemic has posed major challenges to China’s economic and social development.Small and medium-sized enterprises,as an important pillar of China’s economy,have been hit hard by the epidemic because of its low risk resistance and weak foundation.In order to help enterprises tide over difficulties,various ministries and commissions of the Central Government,Hubei Province and Enshi Prefecture government have issued a number of preferential policies for enterprises.However,small and medium-sized enterprises are still facing severe difficulties,and some enterprises are facing the risk of bankruptcy.In order to help small and medium-sized enterprises better survive and develop under the epidemic and improve the level of economic development,I think it is necessary to deeply analyze the manifestations and causes of policy implementation deviation and some valuable measures and suggestions has been put forward to optimize the implementation deviation,which has certain reference value for optimizing government decision-making.This paper mainly consists of four parts and six chapters:The first chapter is the introduction,which mainly introduces the research background and significance of the paper,classifies and summarizes the literature review on the preferential policies for enterprises under the epidemic situation at home and abroad,expounds the research methods used in this paper,and summarizes the possible innovations.The second chapter is definition and theoretical basis.Mainly by looking up the literature materials,in this paper I introduce the definitions of the concepts,such as the small and medium-sized enterprises,the policy implementation deviation and so on.In addition,this paper introduces the connotation of the theory of the government intervention and expounds the background and specific contents of the analysis method of the Smith Policy Model,which lays the foundation for subsequent paper argument.The third chapter is the empirical analysis,taking 188 small and medium-sized enterprises in Enshi Prefecture as the research object.It categorizes the actual difficulties faced by small and medium-sized enterprises in Enshi Prefecture due to the impacts of the epidemic,such as the difficulties in financing difficulties,the low market demand and the increase of operating cost,pointing out the direction of the research object.The paper systematically sorts out the background and types of policies already issued by Enshi Prefecture government under the COVID-19 pandemic.The fourth chapter points out the deviations in the implementation of preferential enterprise rescue policies in Enshi Prefecture,such as the low policy universality and the insufficient enterprise satisfaction.The fifth chapter discusses the causes of the implementation deviation by using the analysis method of the Smith Policy Model.The sixth chapter puts forward suggestions on optimizing governance from four aspects:enhancing the scientific rationality of policy text,improving the comprehensive quality of implementation subjects,stimulating the initiative of target groups and creating a good policy implementation environment.
