In recent years,with the superposition of urbanization,industrialization,population growth,environmental pollution and other factors,the frequency of public health emergencies in rural areas has been increasing,and its impact has seriously endangered human life and health security and economic and social development.Compared with cities,there are people living in rural areas who are scattered,whose population mobility is cyclical,and their medical and health level is not high.In terms of emergency management and disposal of public health emergencies,they mainly rely on government decision-making,cadre implementation and other management means,as well as spontaneous behavior of the masses.This paper takes the prevention and control of COVID-19 in P County as an example,and based on the crisis management theory and governance theory,through literature review,semi open interview,questionnaire survey,policy study,case analysis and other ways,studies the current emergency management of rural public health emergencies,which is mainly the prevention and control measures of COVID-19 and the results formed.The emergency management of public health emergencies in rural areas is different from that in large and medium-sized cities.From the perspective of epidemic prevention and control in P County,it is easier to grasp the entry point of external input,and personnel screening is faster.However,there are still some problems,such as weak monitoring and early warning capability for public health emergencies,urgent need to improve emergency response capability,lack of policy implementation,and deviation of prevention and control awareness of rural people.Through the analysis of the problem appearance,the deep internal causes are mainly caused by the imperfect emergency management system and mechanism,unreasonable resource allocation,single emergency management subject,and low risk awareness of the masses.Through analysis,research and research practice,corresponding solutions are proposed:first,improve the emergency management system and mechanism to form an efficient and operational disposal process;The second is to optimize the allocation of resources and provide strong disposal guarantee in terms of funds,materials,medical technology,etc;The third is to build a multi coordinated governance system of group defense and group control,strengthen the main response,and form a strong defense system for everyone to participate;The fourth is to improve the rural people’s awareness of crisis and prevention and control,and fundamentally reduce and control the probability and scope of impact of public health emergencies.At present,the COVID-19 has not been completely defeated,but under multiple rounds of epidemic attacks,the emergency management system for public health emergencies in rural areas has become more perfect,the work has been carried out more orderly,and the future will be more comprehensive and systematic response to public health emergencies. |
