The Leading Role Of Party Building In Community Governance

The city community is the basic cell of the society,also is the government and the populace’s communication bridge.In the context of rapid economic development,the urbanization process has been gradually advancing,the number of urban communities has been increasing,and the number of community members has also shown a trend of continuous growth.In the course of the development of the modern information society,the needs of the masses have gradually changed,it is no longer limited to the pursuit of material culture,but more important is the pursuit of spiritual culture,which has become increasingly prominent,and the grass-roots people’s sense of self-determination in the process of social development has been constantly strengthened,the grass-roots management of the masses has gradually become a focus of social attention.The 19 th National Congress of the Communist Party of China made clear important instructions and the importance of grass-roots governance,requiring that reasonable and effective measures be taken to improve the grass-roots governance system and improve the quality of grass-roots governance according to the actual situation of China’s development,actively explore a rationalized grass-roots governance model to better meet the needs of the community masses,how to handle this issue well,how to make grass-roots Party building exert influence in leading grass-roots governance,and promote the stable and orderly development of urban communities,this is an important issue that the government needs to solve urgently,but also affects the interests of the grass-roots people themselves,and needs to be taken seriously.The urban community studied in this paper belongs to the old-type community.Taking the s community in the old-type community in Jinshui District,Zhengzhou,as an example,this paper analyzes the current situation of the Party construction in the community,the situation of the regional party construction and the situation of the residents’ autonomy,found that the existing models of Party building and governance have made certain achievements,however,there are a series of problems such as the lack of the leading role of the party,the single form of resource integration,the lowenthusiasm of community residents to participate in community governance,and the poor living environment.For example,the grass-roots Party building work in the concrete implementation of the process,affected by a variety of adverse factors,can not be successfully implemented,which is not conducive to the solution of grass-roots community issues.From the above analysis,we can see that the perspective of this study has changed,focusing on the analysis of the relationship between Community Party building and grass-roots governance,taking grass-roots Party building as the breakthrough point,and taking Xi Jinping’s thought on Party building and governance theory as the guidance,put the two together to explore,on how to enhance the organizational capacity of community Party organizations,how to integrate various types of public resources,how to mobilize the residents’ sense of participation,how to take the high-quality Party construction as the guide to promote the level of community governance,etc.,and proposed to give full play to the party’s organizational advantages and the cohesive role of Party building,to create a regional model of Party building and residents’ autonomy based on "two systems and two mechanisms," and to strengthen the construction of grass-roots Party organization positions,to explore a new governance model that conforms to the law of urban community development in China,so as to give full play to the role of grass-roots Party building,better solve the problems closely concerned by the masses,and explore a reasonable community governance model,better solve the grass-roots governance of the masses,better serve the community residents,and then promote the harmonious and stable development of the whole society.
