Community Governance Guided By Grass-roots Party Building In The New Era

In this new era,as communities become an essential part in social governance,the modernization of community governance symbolizes the modernization of national governance.In guiding community governance,the grass-roots Party building has many merits,essentially speaking,which represents sticking to the principle of Party’s leadership.Thus,strengthening grass-roots Party building performance and successfully promoting it consolidate the ruling status and foundation of the Party.However,in reality,with the community playing a more prominent role in many fields,and people’s demands for diversified lives and interests increasing,it becomes more difficult to govern communities.So in order to meet these demands,it is needed to implement the theory of cooperative governance and social structure,and innovate community governance mechanism guided by grass-roots Party building in the new era.This thesis is specifically a study on Yingze District in Taiyuan by means of documentary analysis,questionnaires,interviews,etc.The thesis,integrating theory with practice,analyses the current situation and difficulties of governing communities guided by grass-roots Party building in the District.The thesis,starting by studying the feasibility and necessity of community governance guided by grass-roots Party building,elaborates the role of grass-roots Party organizations as the core of leadership,as the service guarantee,as the fighting forts,as the promotion coordination in the process of community governance.Today,Yingze District of Taiyuan has achieved remarkable results in community governance guided by grass-roots Party building,such as introducing more resources into community governance,improving grass-roots Party organizations’ service performance,expanding the scope of government services,strengthening the central role of Party organizations in overall development,etc.However,in governing communities guided by grass-roots Party organizations in Yingze District,there are several realistic difficulties— disunity of subject authority,inadequacy of integration of resources,disconnection of needs,uncoordinated relationship,lack of resident participation,etc.The thesis carefully analyzes these difficulties,and then puts forwards a new model of “Party building + General grid” to better guide community governance.The innovative model includes full coverage of Party branches,training for all posts,group service,management by projects,etc.By these means,grass-roots Party building can actually play its key role in guiding community governance to broaden experience for reference.
