Research On The Party Building At The Grass-roots Level In The Rural Pastoral Areas Of Tong Liao City In Inner Mongolia

Grassroots Party organizations in rural pastoral areas are the basis of the Party’s governance in rural pastoral areas.They shoulder the major historical tasks of publicizing,carrying out and implementing the Party’s line,principles and policies,and play an important role in leading farmers and herdsmen to fight against poverty,realize a well-off society in an all-round way and basically realize modernization.The world today is undergoing profound changes unseen in a century.Contemporary China is undergoing extensive and profound changes,and the mission and responsibilities of community-level Party organizations in rural and pastoral areas are also undergoing profound changes.In the face of the new requirements of the development of the new era,the report of the 19 th CPC National Congress clearly points out the important task of strengthening the construction of rural grass-roots Party organizations,which will have a significant and far-reaching impact on the close relationship between the Party and the masses in rural pastoral areas and the promotion of the construction of grass-roots Party organizations in rural pastoral areas.Tongliao city is located in the eastern Inner Mongolia,the minority is important,to do a good job of farmers and herdsmen grass-roots party organization construction in ethnic minority areas,to build a "two barrier",enhance the level of rural pastoral area social governance and party member’s cutting edge exemplary role,improve the rural basic-level party organization’s cohesive force and fighting capacity,organization,for the construction of socialist new countryside and new pastoral area,will have a significant and far-reaching influence.In this paper,based on the existing research,combined with the characteristics of the new era,taking Tongliao of Inner Mongolia as an example,the present situation,existing problems,reasons and countermeasures of the construction of grass-roots Party organizations in the rural pastoral areas of Tongliao region were deeply studied and discussed.The paper is divided into five aspects: one is about the intention and significance of the topic,the basic situation of the research on the construction of rural grass-roots Party organizations in the new era;Second,the related theories of Marxist classical writers on party building;Third,the relevant discussion on the construction of rural grass-roots Party organizations by General Secretary Xi Jinping;Fourthly,the main problems existing in the Party building work in the rural pastoral areas of Tongliao City and the causes of the problems;Fifth,starting from the actual situation of the grass-roots party construction in the rural and pastoral areas of Tongliao City,according to the relevant theories and national policies,as well as drawing on the advanced experience of the party organization construction in other areas,this paper puts forward the innovative path and countermeasures for the grass-roots party construction in the agricultural and pastoral areas of Tongliao City,Inner Mongolia in the new era.
