Research On Community Governance In Kunming Guandu District Under The New Mode Led By Party Building

Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee has put forward the major policies of promoting urban and rural development of social governance,promoting the healthy and orderly development of social organizations,and innovating community governance.In the face of the new situation,new tasks and new challenges,the fifth Plenary Session of the 18 th CPC Central Committee for the first time listed "promoting the refinement of social governance and building a social governance pattern jointly built and shared by the whole people" as a historic task;on this basis,the fourth Plenary session of the 19 th CPC Central Committee proposed the construction of "a community of social governance with everyone has responsibility,responsibility and enjoyment".Thus it can be seen that social governance has risen to the strategic height of the overall development of the cause of the Party and the country.To further implement the central committee of the communist party of China under the State Council on strengthening and perfecting the opinions of urban and rural community governance requirements,implements General Secretary Xi Jinping’s concept of community governance work,new ideas,new strategy,to the people’s livelihood,systematic,innovative,operational,demonstration,sharing as the standard,dig deep,display and promote excellent community execution of work.Guandu District strengthens the core position and role of the Party’s leadership,adheres to the party building as the guide of community governance,highlights the integration of regional organizations,and comprehensively constructs a new pattern of modern community governance featuring joint construction,joint governance and shared benefits.After years of development and exploration,under the continuous promotion of the social governance model of "one core and multiple dimensions,joint construction and sharing",and the official crossing model of community grassroots joint construction,joint governance and sharing has been gradually formed.In order to deeply analyze and study the current situation,results and work recommendation methods of community governance in Guandu District,Kunming City,Yunnan Province under the new mode led by Party building,Through the research literature and the analysis of typical cases,Combined with personal participation,interview and questionnaire survey,From the internal level of the analysis of the problems and difficulties encountered by Guandu District through the party building to lead the new model of community governance and the internal reasons,Finally,on the basis of learning from the experience of typical cases of party building leading community governance,Combined with the specific reality of community governance in Guandu District,To propose countermeasures,It is of good practical significance for Guandu District to build and improve the new grassroots community governance system.
