Research On Community Governance Guided By Grass-Roots Party Construction—from The Perspective Of Resource Integration

As a community of social life,community is also the most basic unit of social governance,which is at the end of the line to undertake the shock caused by the economic and social system reform.To develop and improve the community governance,which is the foundation of the national governance system,is of great significance to the modernization of China’s governance capacity and system.However,with the disintegration of the unit system and the advancement of the reform and opening up,the increasing social differentiation makes the contradictions and conflicts in the grassroots society increasingly intensified,and the fragmentation and complexity of the grassroots social governance also leads to various difficulties in the community governance.Therefore,since the 18 th CPC national congress,the CPC central committee has attached great importance to the guiding function of party building in grass-roots social governance.In the report to the 19 th national congress of the communist party of China,it stressed the need to strengthen the construction of a social governance system,and improve the social governance system under the leadership of the party committee,the responsibility of the government,social coordination,public participation and the rule of law.At the same time,various resources,such as human resources,organizational resources and cultural resources,are ubiquitous in the community.Whether the community can effectively integrate and utilize the community resources is of great significance for improving the community governance ability and promoting the modernization of the community governance system.In community-level social governance,party organizations can activate and integrate various resources to lead community governance by virtue of their leadership position and pivotal liaison and integration role,so as to cope with the fragmentation of grass-level social governance and overcome the difficulties of community governance.Therefore,this paper takes how to lead the community governance by the grass-roots party construction,and what mechanism to integrate community resources as the core research problem.From the perspective of resource integration,this paper takes Tongxi community,a new urban-rural integration community,and Nanguanxiang community,an old urban community,as examples to analyze and compare the path and operation mechanism of community governance led by party construction.Research findings:firstly,the grass-roots party building through the integration of community resources to lead community governance.Secondly,in the face of two communities in community governance facing different difficulties,grass-roots party building through the subsidence mechanism,participation mechanism,the authorization can assign mechanism,reciprocity and heritage protection mechanism,effectively realized the political resources of the community,human resources,organizational resources,social capital and cultural resources of the integration of community resources,to overcome the predicament of community governance,and reach the good effect of community governance.Thirdly,through the comparative analysis of the leading way of party construction and the way of resource integration in the two communities,this paper summarizes the modes of party construction leading the integration of community resources into two types: party-led and consultative autonomous,so as to provide reference for the practice of party construction leading community governance and community resource integration.
