A Case Study On Problems And Solutions Of The Community Governance Led By The Party Construction In Yanjiang District,ziyang City

Community is the critical moment of social governance.It is an important step of implementing the decisions and arrangements of the party and the government,and plays a very important role.The effectiveness of community governance is closely related to the long-term stability of society and the vital interests of the residents.It is the basic unit of the national governance system and an extremely important step.With the rapid development of economic society and the increasing enrichment of residents’ material and spiritual life,various governance subjects are intertwined in the process of community governance,resulting in more and more complex situations,more and more prominent difficulties and sharp contradictions in community governance.The traditional community governance model has been unable to meet the needs of reality,and it is urgent to keep pace with the times and put forth new ideas.the Party building at the grass-roots level plays an important role in the grass-roots governance system.It can effectively lead the multi subjects of community governance to closely cooperate with each other,effectively coordinate and integrate all resources to achieve scientific and efficient utilization,and effectively solve the difficulties and problems in the traditional community governance model.General Secretary Xi Jinping has emphasized to build a community-level governance system which has a unified leadership by the Party,active coordination by various organizations,and extensive participation by the general public.Party building is an effective way to solve grassroots community governance,which has been frequently mentioned since the 19 th National Congress of the Communist Party of China.All areas of the country are actively exploring development ways of community governance led by the Party building.In Sichuan Province,Ziyang City took the lead in making and issuing the Operation Rules of Ziyang Street Party Working Committee（trial）and Operation Rules of Ziyang Community Party Organizations（trial）,taking multiple measures to promote Party building and lead community governance,and achieved some results.Yanjiang District,as the only municipal district of Ziyang City,has the governance advantages of urban integration,joint construction and sharing.At the same time,it holds the location advantage which is close to Chengdu.Based on the actual situation,Yanjiang District has extensively learned the beneficial advanced experience of Chengdu-Chongqing region,and made a lot of beneficial explorations and bold attempts in community governance led by the Party construction.Theme activities such as the Improvement of Urban Party Construction,the Improvement of Urban Community Quality and the Breakthrough of Grassroots Governance Innovation have been carried out successively,which have made some achievements,at the same time,there are also some problems.This paper uses research methods like literature research,case analysis,questionnaire survey,etc.It introduces theories of governance,civil society and community structure function.It studies and analyses current situations of treatment,hard work and main achievements about the Community Governance led by the Party Construction in Yanjiang District,Ziyang City.Based on field investigations and interviews by visiting,It deeply analyses current problems and profound reasons.Finally,it learns advanced experience from Beijing,Shanghai,Qinhuai District in Nanjing.It puts forward solutions and suggestions according to actual situations of this area.It plays a positive role in the governance process led by community Party building,further enhancing the quality and efficiency of community governance,and enriching governance theories.
