Study On The Construction Of Living Environment Of The New Immigrant Village In The Reservoir Area Of Xichuan County Under Rural Vitalization

The long-term urban-rural dual structure has caused a significant gap in the living environment of urban and rural areas in China.In recent years,although the rural living environment has been greatly improved with the support of relevant favorable policies,it is undeniable that the transformation of the living environment in the vast rural areas of China into an ideal state still needs to solve many problems.The new immigrant village is one of the special villages in China.It is an administrative village built according to uniform standards for the resettlement of large-scale projects in China such as building reservoirs,building power stations or urban expansion.For the construction of new immigrant villages,the state has introduced relevant policies,and the construction of immigrants’ living environment has already had a certain foundation compared with other villages.But can the government’s supply meet the needs of immigrant farmers? Can the government’s human settlements work be recognized by immigrant farmers? These issues require our attention.The 19 th National Congress of the Communist Party of China put forward the rural revitalization strategy,which is not only the comprehensive promotion of agriculture,rural areas and farmers,but also the fundamental goal of rural living environment construction.Under the background of rural Vitalization,how to build the living environment of new immigrant villages is a question worthy of our exploration.This paper is an empirical analysis of the living environment construction of the new immigrant village in the reservoir area of Xichuan county.It is based on various research methods such as literature research,investigation and statistical analysis method etc.This paper discusses and analyzes the research object from the aspect to the point,from the macro level to the micro level,from the national level,the Xichuan county level and the level of the farmers in the new immigrant village,and discusses the problems and causes in the construction process of the new immigrant village living environment in the reservoir area of Xichuan county.With a focus on foreign countries,this paper studies the main practices of Korea in the process of rural living environment construction,and draws on its effective experience to guide the construction of the current living environment in China.Through the above analysis,the main conclusions of this study have four points.First,farmers’ perceptions are rational.The interviewed farmers generally believe that the main body of responsibility for construction is the village committee and the government,and the second is their own.Farmers are satisfied with the current construction of living environment in the new villages,but the willingness to continue construction remains strong.Second,the characteristics of farmers affect their perception and demand for the living environment of the new village.Third,the grassroots government’s "financial power" does not match the "administrative power",the lack of responsibility of the village cadres,the poor participation of farmers and other issues affect the process of living environment construction in new villages.Fourth,industrialization has laid a solid material foundation for the construction of rural living environment.In the process of construction,we must not only continue to play the leading role of the government,but also stimulate the endogenous motivation of farmers.
