Research On The Cognition Of Environmental Protection,Farmer’s Ownership Of Village And Farmer’s Willingness To Participate In The Governance Of Rural Human Settlement Environment

Improving rural living environment and improving farmers’ quality of life is the goal of rural revitalization and an important way to improve farmers’ happiness.In the current human settlement environment governance,the main role of farmers is not fully played,has been the "the government does,the farmers see" state.Existing researches point out that the public goods provided by the government are very limited,and the active participation of farmers is the key to build a long-term mechanism of rural human settlement environment governance.Therefore,it is of great significance to explore how to stimulate the internal driving force of farmers in rural environmental governance.In the context of the implementation of rural environmental remediation actions,this paper studies the current situation of rural human settlement environment governance in Hefei,Anhui Province.Firstly,through combing relevant literature,the concept of rural human settlement environment governance and farmer participation is defined,and then a questionnaire is designed to carry out field research in Hefei city,Anhui Province.After understanding the current situation of human settlement environment governance in local rural areas,a model was established based on the data obtained from the survey for empirical analysis.The results show that,(1)In the process of human settlement environment governance,farmers’ participation is not high,their willingness to participate is not strong,and the government is under great financial pressure;(2)Farmers’ awareness of environmental protection,village ownership and the relationship between cadres and masses have a significant positive impact on farmers’ willingness to participate in human settlement environment governance;(3)The relationship between cadres and masses positively moderates the relationship between village ownership,environmental awareness and willingness to participate in human settlement environment governance;(4)Farmers’ personal characteristics will also affect their willingness to participate in the village human settlement environment governance.Finally,based on the research conclusions,this paper puts forward the following suggestions,(1)The government should improve the supervision and punishment mechanism for breach of contract;(2)Improve the construction of rural grassroots organizations,and further strengthen the leading ability of village cadres;(3)Strengthen the connection between village cadres and farmers,improve the relationship between them;(4)Inherits excellent traditional culture and increases farmers’ sense of belonging to the village;(5)Broaden the publicity channels to improve farmers’ awareness of environmental protection;(6)Expand financing channels and promote the diversification of investment subjects;(7)Cultivate professional talents and carry out accurate management.
