Public Hospitals Participate In The Study Of "Combining Medical Care With Nursing Care" Old-age Care Model

Aging population will be one of the main problems that China’s social development must face for a long time in the future.Yunnan is located in the inland plateau area of southwest China,and its economic and social development level is relatively backward.Due to the serious obstacles of geographical environment,the aging population in Yunnan is characterized by a large base of elderly population,wide distribution and many diseases.The elderly have more urgent needs for pension and medical treatment.In the course of the history of some Western countries,they have all faced the social pension pressure caused by aging.The main solution is to integrate social medical and pension resources to provide effective help for the elderly,especially the disabled and mentally disabled.It can be seen that public hospitals,with their professional advantages,participate in the development and construction of the "combination of medical and old-age care" industry.On the one hand,they can better integrate social medical and old-age care resources,promote the effective implementation of the government’s public service function,solve the most practical medical needs of the people,and achieve "national health".In addition,the rapid development of the medical-care industry will provide more employment opportunities and income for the social labor force.While realizing economic development,it give proper priority to efficiency and equity and promote the building of a "moderately prosperous society in all respects".This paper conducts an in-depth study on the operation status of public hospitals participating in the "combination of medical and nursing" elderly care service,and finds that there are outstanding problems such as insufficient financial investment from governments at all levels,narrow channels of fund raising,slow progress in the construction of the medical and nursing system,weak professional capacity of relevant service providers,and large gap in professional level of employees.These practical problems,to some extent,restrict the effective participation of public hospitals in the construction and development of "combination of medical and nursing" elderly care services,and affect the overall process of social health care system construction.On the basis of field research on hospital A,supported by basic theories such as welfare pluralism,questionnaire survey,expert interview and other methods are used to analyze the resource advantages and capacity shortcomings of public hospitals.Accelerate the dominant public hospital to participate in "medical raise" countermeasures and Suggestions,break through the administrative barriers to perfect the functions of the government,to speed up the industry standard construction,improving the capacity of professional agency services,all-round talent training plan,and intensify publicity raise public awareness,in order to in public hospitals under the medical keep combining services to get results.
