China is stepping into an aging society,which brings a series of problems,of which the pension problem is the first.By the end of 2018,the proportion of people over 60 years old reached 11%,150 million people.A large group of elderly people are facing the problem of providing for the aged.However,the service of providing for the aged in our country is just in its infancy.However,it is unrealistic for the government to use the public financial expenditure to bear all the pension expenses.It is urgent to find a way to reduce the government's financial burden and solve the pension problem.Since 2014,PPP project,as a financing way for private institutions to participate in the construction of public utilities,has developed rapidly in China.Transportation and municipal engineering account for a large proportion of PPP projects,and the medical field is less attractive due to its strong industry specialization,complex operation,profit and other factors.However,the benefits brought by PPP model,such as alleviating the financial burden of the government and providing better public services,are fully reflected in the project.This paper studies the application of PPP model in the field of medical and nursing integration,and explores the deeper and broader development of this model in the field of medical and nursing integration.This paper interprets the concepts of PPP and combination of medical care and maintenance,and analyzes the application of public product theory and new public service theory in the field of combination of medical care and maintenance.This paper introduces the current situation of PPP mode in the field of medical and nursing combination in public hospitals.Through the specific analysis and Research on the actual application of PPP mode in Tongliao City,Inner Mongolia,the underdeveloped area,it finds that there are some problems,such as slow promotion speed of local government,low participation rate of social capital,lack of effective supervision by the government,and analyzes the reasons,and then proposes to standardize PPP The countermeasures and suggestions are as follows:operation mode,activation of social capital,strengthening supervision and strict control of risks,and speeding up the legislation of PPP projects.It is expected to provide some experience for the application of such projects in the underdeveloped areas and provide new ideas for the sustainable and diversified development of PPP mode application in the field of combination of medical care and nutrition through specific case analysis.
