Objective This thesis explore current policy and potential ways in which private organizations can work together with public hospitals to deliver care for the elderly,summarize models for the cooperation of public hospitals and private organizations in delivering medical treatment,explore the factors which affect the relationship between public hospitals and private organizations when providing medical care and nursing home care.A case study of cooperation between a private enterprise and a top three ranked hospital in Guangdong province providing medical care,in order to identify operational problems,identify ways in which to break through barriers which restrict the development between public hospitals and private organizations in providing medical care for the elderly,and to provide a reference point for the development of elderly medicine and nursing home care between public hospitals and private organizations working together.Methods Bibliographic analysis to summarize the progress in research into the integration of public hospitals and private organizations in providing medical care,also analysis six modes of cooperation between public hospitals and private organizations;Questionnaire survey taken by 296 public hospital medical workers,to figure out the factors which influence the combination of public hospitals and private organizations in providing medical care and nursing care;Statistical analysis to look into the factors affecting the cooperation of public hospitals and private organizations in running medical institutions and nursing homes,the details of the cooperation between the two sides and the effectiveness of the operation;the use of semi-structured interviews,is the best way to understand the survey respondents'views on the cooperation between public hospitals and private organizations in achieving medical and nursing care integration and so well as the difficulties they face,and also to propose countermeasures.Results Through data collected in interviews with experts as well as results from questionnaires,it's clear that there are still some problems in the current modes of combining medical and nursing services between public hospitals and private organizations:? The policy system overseeing the combination of medical and nursing services is not complete,there is a lack of certain supporting policy details,only a vague outline of standards,as well as multiple policies.The implementation of policies is difficult,and the combined medical and nursing institutions are subject to cross-management by multiple departments,creating obvious administrative barriers;? The hospital capacity itself is in short supply,and the ratio of input and output in cooperation with private organizations is low.? The effect of medical technology guidance from public hospitals to the nursing homes is not ideal.?Private organizations have a natural profit-seeking conflict with the culture of public hospitals.? The geographical location of pension institutions will affect public hospitals' intention to cooperate.? The public lacks awareness of the integration of medical and nursing services,and the service provide for the old from the institutions are too expensive to become universal.Conclusion In order to promote the cooperation between public hospitals and private organizations in pursuing an effective model of care for the elderly,the following aspects need to be strengthened:? It needs to have a cear coordination of the medical care and nursing home care system,this includes clarification of the responsibilities of various government departments,standardization of medical care and nursing home care standards,establish and improve the medical care and nursing home care system,including monitoring and evaluation mechanism to promote the development of cooperation between the two sides.? To encourage more public hospital medical staff to contribute some work time in the private medical service sector,such as private nursing homes.It's clear that public hospitals have advantages in providing medical services to elderly care institutions.With the medical facilities available in public hospitals as well as professional medical teams,made up of trained professionals,public hospitals are in a position to improve the cooperation between public hospitals and nursing home care.This work creates value for the medical staff in terms of economic gain,social standing and improved career prospects.? Public hospital need to strengthen the training of medical staff and nursing personnel;To encourage more young people into the medical field,the government,universities,hospitals,and nursing homes have to find a way to attract people to work in the industry,and so over time build a team of medical and nursing talent to improve the overall level of medical care.?Make sure private companies know about potential loses as well as the long term benefits of investing in nursing homes.?Private organizations should cooperate with nearby public hospitals to integrate medical and nursing projects.? Increase efforts to promote the integration of medical care and nursing home care,the government should work together with various media outlets(newspapers,public advertisements,and website etc)to promote medical and nursing home care,we also need to create a team of experts with relevant knowledge to help support the publicity campaign with advice to help build awareness of medical services available for the elderly and their families.
