Public hospitals occupy an irreplaceable position in China’s medical and health service system,and exert a subtle influence on the life of the public.In view of the needs of patients and the in-depth development of medical technology,the government issued relevant documents and regulations in an orderly manner,aiming to guide and encourage public hospitals to actively reform and develop.On the other hand,market economy is also promoting public hospitals to attach importance to their internal management.Under the pressure of market pressure and patient demand,if public hospitals remain complacent,the final result will only be forced to restructure.Performance management of public hospitals is an important means to realize hospital strategy.Performance management can combine hospital and staff management,reflect the value of the hospital or staff and give evaluation.According to this comprehensive evaluation,the value brought by the management mode of public hospitals can be directly displayed.Therefore,performance management plays an irreplaceable role in improving the operating conditions of public hospitals,helping public hospitals achieve their annual work goals and motivating hospital staff to improve their work enthusiasm.In this paper,using the method of literature review,field research method and case analysis method,the Z public hospital of yangzhou as a study object,through various search files,to interview multiple methods,such as hospital department personnel,collected from the actual situation of Z public hospital performance management,use the method of integrating theory with practice,set suitable for Z public hospital performance management system.Combined with key performance indicator theory,balanced scorecard theory and management by objectives theory,this paper discusses the management mode of performance management and further clarizes the connotation of performance management of public hospitals.After investigating and analyzing the status quo of performance management of Z public hospital,It found that performance management lacks public welfare orientation,performance plan lacks hierarchy,performance index design lacks rigor,performance communication and feedback lacks timeliness,and performance appraisal results lack applicability.This paper puts forward corresponding countermeasures and suggestions from the following aspects:strengthening the commonweal characteristics of performance management,establishing distinct performance system,establishing scientific and rigorous performance assessment indicators,constructing real-time performance communication and feedback mechanism,and perfecting performance assessment results application system.Through Z public hospital performance management research,this paper emphatically reflects the reality of the hospital management and find out the potential problems,eventually help Z to the realization of public hospital hospital strategic target,highlight its nature of public welfare,change the traditional thinking for performance management,performance management new concept are used to improve the hospital economic benefit and social benefit,And provide an important basis for China’s medical reform.
