China’s medical service is the public welfare that carrying out certain government social welfare policies. As a main part of China’s health care system, hospitals are responsible to provide basic medical and ensure people’s health. Since reform and opening, China’s economic has made a rapid development. At the same time, the scale of public hospitals has gradually expanded. As the Government is committed to economic construction, in order to meet the needs of economic development, our country is reducing the public input including public hospitals’. So it is difficult for the public hospitals to survive and develop by a small amount of financial allocation. In order to ensure the normal operation and orderly development of public hospitals, public hospitals tend to get their own income, ignoring their social responsibility, a departure from its public nature. It led to people’s problem, such as hard to see a doctor or can’t afford to see a doctor.As an effective monitoring system and managing systems, public hospitals’ performance evaluation, is not only an important measure of public hospitals’ self-monitoring and self-restraint, but also has become a strategic management tool of public hospitals under the new competitive environment. With a scientific, rational and effective strategy performance evaluation system to evaluate public hospitals’ performance, it will help public hospitals to perform their duties better, and then it contribute to the construction of hospital, and ultimately give rise to the creation of a harmonious socialist society. For the moment, China is lack of such a set of public hospitals’performance evaluation system. In this situation, to urge the public hospitals adhere to people-oriented service sense, to public hospitals’return to their public nature, to promote reform and development, in order to build a socialist harmonious society, it is urgent to establish hospitals evaluation system that match with international standards and China’s national conditions. Now to carry out scientific, standardized and orderly hospital performance assessment has become essential.In order to make an objective and fair assessment of the performance of public hospitals, building an effective performance evaluation system, this article make advantage of the Balanced Scorecard theory to establish a public hospitals’scientific and rational strategy performance evaluation index system, and proposes a implementation strategy of strategy performance evaluation system. This article’s innovation comes to: firstly, make the construction of public hospitals’performance evaluation system has close relationship with the public welfare. Based on strategic objectives combine the economic benefits with the social benefits, and then build strategic performance evaluation system that match with China’s national conditions and the direction of health care reform. Secondly, put the performance evaluation of public hospitals to a strategic level to build multi-dimensional strategic performance evaluation system to make more comprehensive and scientific assessment for the public hospitals.
