The new health system reform specifies the orientation of public healthcare services. Therefore, under the guidance of ensuring social welfare of public healthcare institutions, public hospitals must improve the former mode and management, while the reform of performance management is, without controversy, an essential part.Hospital performance management, an essential part of modern hospital management, is to evaluate systematically the value of a hospital or the stuff, and make award or punishment accordingly. It is an integrated management of hospital performance and employee performance with the purpose of self value realization. It is of theoretical and pragmatic importance for the research of performance management in public hospitals, that it is conducive to reflecting objectively the operation situation and problems existing in public hospitals. Subsequently, it can provide guidance in need for health reform in China; it can help improve hospital performances, exploit stuff potential, and arouse their activity and creativity by combining individual purpose with hospital strategy; it can benefit management reformation and innovation in public hospitals so as to enhance hospital performance.This thesis applies relevant conception, theories, and methods of public hospital performance management, and gives a systemic description on the background, purposes, and meaning of performance management research in Chinese public hospitals, as well as a study of current research condition at home and abroad. This thesis proposes suggestions on reforming and improving performance management of public hospitals through a deep analysis of present situation and problems existing in performance management of Chinese public hospitals, particularly elaborating on the practice, achievements, and difficult issues of Wuxi No.2 People's Hospital which ranks among the top in the field of performance management research in China. Firstly, strengthen correct recognition of public hospital performance management. Secondly, make correct plan for public hospital performance management. Thirdly, design scientifically performance evaluation indicators. Fourthly, establish performance evaluation system of public hospital. Fifthly, apply the evaluation system correctly. Sixthly, attach intensive emphasis on evaluation results. So that it can be achieved to urge public hospitals to follow healthcare polices, maintain people's vital interest, manifestate the characteristics of"public welfare"and"non-profit"better, and ensure the sound, scientific and sustainable development of our socialist healthcare undertaking in the spirit of harmonious society.
