objective: Based on PDCA theory to discuss how to construct a scientific and practical and public welfare clinician performance evaluation index system in a tertiary hospital in Xinjiang And carries on the empirical research and the feedback analysis,in order to enrich the methodology of related research on the performance evaluation system of public hospitals in Xinjiang with emphasis on public welfare. o improve the hospital performance management, and enrich the study of Xinjiang public hospital performance reform. Methods: Through the method of literature study and Delphy constructs the performance evaluation index system based on the public welfare of a tertiary hospital in Xinjiang, Using analytic hierarchy process to calculate the weight of each index, Using the fuzzy comprehensive evaluation method to calculate the index score of each index in the system And through the survey of employees in the system of indicators of satisfaction analysis of the correlation between the indicators of the feedback. Results: The index system is determined by 4 first level indicators, two 10 level indicators, and three 26 level indicators, Set the weights of each index and pass the consistency check, Expert authority coefficient is 0.9188, The consultation results are reliable. The evaluation system of the empirical study found that Physicians’ scores of professional accomplishment and social responsibility were 88 and 84, respectively. That is good to finish; Physician development capacity and cost effectiveness score was 77.4, 79.2. that is the completion of the general situation. It was found that the system was satisfied with the whole system. Multiple linear research found that "ethics evaluation results", "time", "cure rate" of three indicators of the P value is greater than 0.05. Conclusion: To enrich the methodology of public hospitals’ return to public welfare in Xinjiang area, This study takes the Z hospital as an example to construct the model of clinical doctor performance evaluation system based on the publicwelfare of the three top three public hospitals in Xinjiang. Which introduces the analytic hierarchy process and fuzzy comprehensive evaluation method And according to PDCA theory. In order to ensure the accuracy of the index weight setting, the accuracy of the evaluation and the scientific nature of the evaluation process. In the future, the method can be used to deal with similar problems in order to achieve a better result.
