With health care reform process,people more urgent demand for medical and health resources,hospital more refined,to improve efficiency of hospital management,public hospitals in China began to implement performance management,it is a sign of public hospital reform,hospital management is a significant step toward modernization.For hospital personnel management department,how to play to their professional advantage,improve personal work motivation and initiative,for the majority of patients to provide more high quality medical service,is an important task facing.From the current situation of related research,scholars have to specific units,departments,job performance research literature is less,the relevant theory didn’t form a systemic and scientific.From the existing research literature about hospital performance management,most scholars mainly focus on the overall hospital performance management,few scholars from the specific departments and jobs to discuss performance management problem.With constantly deepening hospital reform,public hospitals in some cities started trying to performance management system reform.Wenzhou ouhai district through implementation of performance management system,the use of effective resources to fully mobilize the general hospital staffs work enthusiasm and initiative,and constantly promote the hospital’s overall performance level of ascension.In this article,through questionnaire survey,data analysis and other methods,combined with the related research of Chinese scholars,mainly from the post performance studies in performance,and job performance of the three main aspects to obtain,to hospitals and other areas related to the research on three aspects:theoretical basis on the carding of the system.,ouhai,wenzhou,selecting A hospital as the research object,A hospital in common with other public hospital performance management,also found A hospital in the original post performance plan and workload and technical value into contact not close together,have A tendency to egalitarianism,lack of incentive.For example,some large risk,high technical requirements of jobs and projects,failed to reflect the principle of high-risk high-yield,make the medical staff are reluctant to carry out such a business,not conducive to the development of the hospital,affect the relationship between patient and physician.Based on this the paper from the dimension of the performance appraisal scheme formulation,performance appraisal,the implementation of performance evaluation and effect are analyzed from A hospital for A hospital,ouhai,wenzhou,the job performance appraisal program(try out)A year of the status quo of hospital performance management based on "A hospital post performance evaluation scheme,ouhai,wenzhou"(trial),the study of the effect,and further analyzes some problems in performance management and the reasons,finally from the purpose of evaluation,evaluation principles and guiding ideology,the distribution of the assessment index design,performance pay,and the application of assessment results of the four aspects put forward specific Suggestions on A hospital performance management scheme.Scientific performance management is to improve public hospital operation and the effective way of doctor-patient contradiction,A hospital in public hospitals,ouhai,wenzhou,but did not set up the real meaning of performance management system,also did not play A role of performance management actually.The results of this study show that more than half of the medical staff and administrators in A hospital are more supportive of post performance management.’s job performance evaluation index weight set "most very reasonable" accounted for only 21.3%of that "reasonable part weight 33.1%,think" 13.8%weight is not reasonable",don’t think is very reasonable for 6.2%.Medical personnel believe that the weight of the performance indicators of their posts is reasonable and there are many unreasonable places.The weight value of performance indicators still has a lot to be improved.This paper argues that to transform a public hospital in a series of negative phenomenon,will be adapted to optimize the performance management system,one is the organizational target right,the second is to set up scientific and reasonable evaluation index,3 it is to pay attention to the application of performance results.
