In recent years,China's health-care reform has been proceeded immensely since the launch of project of health-care reform.According to the project of health-care reform,public hospitals ought to center on the welfare of the patients unflaggingly and serve the patients wholeheartedly to represent the public welfare,more importantly,public hospitals ought to observe this center core throughout the reformation.In this situation,the public hospitals can have a balance between the development and the following of central rule of public welfare.Therefore,hospitals are in urgent need to form and implement a set of internal performance appraisal system which not only can motivate the medical care personnel and improve their work efficiency and service level,but also can facilitate the enforcement of observing the center core of public welfare for the hospitals.Under the circumstances,this article chooses the public hospital as the research object,field investigated the hospital L and then purposely choose the chief unit of clinical department as the typical example after collecting,analyzing and summarizing the related literature of performance appraisal.Investigating and combining the current strategic objective and its economic status,the author created a set of internal performance appraisal system which centers on the examination and evaluation of the public benefits of hospitals after having utilized the Balanced Scorecard theory,Strategic Management Theory and Goal Consistency and other related theories,and having adopted Questionnaire Survey and Analytic Hierarchy Process.The characteristics of the new assessment system are making the assessment work emphasis on patient satisfaction,Quality of Medical Services,efficiency as well as the social responsibility of the hospital,guiding the public hospitals follow the essence of public welfare to bring safe,accessible,reasonable and satisfactory medical and health services for the patient and to protect patients to obtain legitimate and reasonable medical needs.The system can have a certain impact on the improvement of internal performance appraisal of public hospitals,at the same time,the content of performance appraisal is enriched and innovated.The study of this paper showed: First,the inclusion of public welfare into public hospital performance appraisal is necessary and also important;Second,the introduction and implementation of the Balanced Score Card should be suit for the reality and needs of the organization itself,Thirdly,the design of the performance appraisal system should fulfill the balance between maintaining public welfare and obtaining economic benefits.
