Study On Emergency Management Of Public Health Emergencies In Anshan

The 2020 Spring Festival,which was supposed to be a day of peace and celebration,was marked by an outbreak of COVID-19 disease,which broke out in Wuhan in an attempt to prevent the spread of the disease caused by the movement of people,a great sacrifice was made in Wuhan,and the whole city was closed.The wide spread of novel coronavirus has caused a serious public health emergency,which has a great impact on people’s health and life safety.To this end,during the party’s 19th Politburo Meeting,General Secretary Xi Jinping explicitly mentioned that Emergency Management of public health emergencies must be strengthened in the construction of a national governance system,and that all risk incidents should be prevented and handled,so that the lives and property of the masses can be effectively protected to ensure the safety of all people and the stability of the whole society.During the meeting held by the Central Reform Commission,it was emphasized that in dealing with the epidemic,we should follow the principles of the Seek truth from facts,establish a sound prevention and control system,and strengthen the capacity of governments at all levels in public health emergency management.After a public health emergency occurs,it can endanger the public life and safety in a large scale.Moreover,such an event has a strong suddenness and can not be predicted in advance.For China’s emergency management departments,both to pay attention to safety in production,but also to try to prevent natural disasters.The COVID-19 epidemic has further tested the domestic public health emergency system,and the crisis has also brought China’s public health prevention and control into a normal state,as the domestic public health emergency system is not perfect and has many deficiencies,therefore,it is necessary to find out the shortage,formulate the optimization strategy,make up for the shortage,and construct a more perfect public health emergency system.Based on the theoretical research of Public Health Management,this paper obtained the research data by investigating the current situation of emergency management of public health emergencies in Anshan and participating in the emergency management of Anshan COVID-19,taking the epidemic situation of COVID-19 as an example,the study on the emergency management of public health emergencies in Anshan Anshan has found that a relatively complete public health emergency management system has been established,at the same time,efforts have been made to strengthen capacity-building in the prevention and control of the epidemic at the grass-roots level,improve the structure of the United States Public Health Service,and carry out publicity for the protection of the general public.Achievements have included the successful deployment of key places,institutions and people for prevention and control,the prevention and control of returning saddle personnel in key areas and abroad has been strictly implemented,priority deployment of protective materials has been successfully ensured,and relevant results of epidemic prevention publicity and education have been fully carried out.Of course,there are still some deficiencies in the management of public health emergencies in Anshan,the main manifestations are:lack of a sound emergency planning system,lack of effective linkage between emergency departments,weak emergency response capacity of grass-roots units,lack of public awareness,weak self-protection capacity,and so on.The reasons for the existence of these problems include the existence of loopholes in the emergency security system,unclear departmental responsibilities,the lack of public awareness of the crisis,and so on.Based on this,this paper suggests that we can improve the emergency management ability of public health emergencies in Anshan by clarifying the government responsibility,perfecting the emergency management mechanism,improving the emergency response ability of basic units,and strengthening the public crisis consciousness.This study can provide useful reference for improving the ability of public health emergency management in Anshan.
