Research On The Problems And Countermeasures Of The Implementation Of The Policy Of Combination Of Medical And Nursing Care In China

Since entering the aging society,the scale of the elderly group in China continues to expand,and the disabled elderly are also increasing,and the medical and elderly care needs of the elderly are increasing rapidly.The elderly care problem has become a major livelihood issue concerned by all walks of life."Combination of medical care and elderly care " can break the state of separation of medical care and elderly care,realize the effective combination of elderly care and medical care,better meet the medical needs and elderly care needs of the elderly,and open a way for the development of new elderly care mode.In order to meet the growing needs of the elderly health care services,we must improve the service ability of medical services and elderly services,and improve the service quality of the combination of medical and nursing services.The 19th National Congress of the Communist Party of China proposed that we should focus on the development of the combination of medical and nursing services,promote the development of the elderly service system,and actively respond to the problems brought about by the aging population.Compared with the traditional elderly care model,the mode of combination of medical care and elderly care has irreplaceable advantages and characteristics,which is an important breakthrough to solve the imbalance between medical and elderly care development.At present,China is actively carrying out the pilot work of the combination of medical care and nursing,and all localities are exploring the development mode and road of the combination of medical care and elderly care.However,for a long time,China’s "medical care" and " elderly care" have been separated,and they belong to different fields.Therefore,there are many obstacles and difficulties to combine the two to realize the integrated development of "medical treatment "and " elderly care ".Some developed countries,such as the United States and the UK,began to explore a relatively mature medical service system in the late 20th century.They have formed relatively mature development models and perfect service systems.Through this integration,it not only reduces the expenses of medical services and elderly services,but also provides better services for the elderly,and further improves the overall health level of the elderly.In China,the pilot project of combination of medical care and elderly care was only started in 2016,and the mode of combination of medical care and elderly care is still in the experimental stage.There are many problems and deficiencies in the development of "combination of medical care and elderly care",and there is still a long way to go before it is fully implemented.On the basis of consulting and analyzing a large number of relevant literature,this dissertation adopts the methods of literature research,normative analysis,etc.,and applies the theory of hierarchy of needs and welfare pluralism and other related research theories,focusing on the core concepts of "combination of medical care and nursing" and "elderly care".This paper first combs the relevant policy documents of the combination of medical care and elderly care,and then analyzes the environmental factors that affect the implementation of the policy.Finally,it analyzes the implementation status quo of the policy from the aspects of pilot status,institutional status and service status.Through the analysis and summary of the current situation of the implementation of the policy,this dissertation puts forward the existing problems in the implementation of the policy,mainly including four aspects:the boundary between "medical" and "nursing" is not clear,the convergence of medical care and elderly services is not in place,the service quality of the combination of medical and nursing is low,and the lack of effective supervision of the combination of medical and nursing.After putting forward the problems existing in the implementation of the policy,this dissertation further discusses the reasons for these problems,and on this basis,puts forward corresponding countermeasures and suggestions for different problems,namely,strengthening the top-level design of the system of combination of medical and nursing services,deepening the combination of medical services and elderly services,strengthening the training of professional nursing staff and improving the supervision of "combination of medical and nursing"mechanism.The research in this dissertation is not only conducive to improving the implementation efficiency of the policy of combination of medical care and elderly care in China,but also provides some enlightenment suggestions for the implementation of the policy.It also provides some countermeasures and suggestions for improving the mode of combining medical care with elderly care and improving the service system of the combination of medical care and elderly care,which is conducive to coping with the challenges of aging and promoting the development of the combination of medical care and elderly care,and also promoting the positive aging process.
