| Every country will face the poverty problem in the course of development.Governments of all countries have also been working on how to effectively solve social poverty.Since 2013,China has begun to implement a targeted poverty alleviation strategy.Financial poverty alleviation has become a key part of targeted poverty alleviation by virtue of its unique “hematopoietic function”.Our government has always attached importance to poverty alleviation work in agricultural and pastoral areas.In agricultural and pastoral areas,the economic is weak,capital is scarce,ecology is fragile,and poverty is deep.Implementing the financial precision poverty alleviation policy and solving the problem of deep poverty in agricultural and pastoral areas are important guarantees to win the battle against poverty.This article combines the Smith’s policy execution model theory and takes the Xilin Gol League of Inner Mongolia as the main body of research to analyze the implementation of financial precision poverty alleviation policies by the government of agricultural and pastoral areas.Through field interviews and research,combined with the data obtained from daily work,we found that the financial precision poverty alleviation work in Xilin Gol League has achieved certain results.But there are still some problems: the actual poverty alleviation targets were transferred,poor households have low understanding and recognition of relevant policies,and it is difficult to monitor the use of poverty relief funds.Besides,the quality of poverty alleviation data is difficult to guarantee,and the role of financial assistance in poverty alleviation is limited.Using Smith’s policy execution model for analysis,the causes of the problems are as follows: From the perspective of the policy itself,the policy is not targeted,and the risk compensation support policies are insufficient.From the perspective of the executive agency,the main body of policy implementation lacks linkage,the effectiveness of policy promotion is poor,and the skills and quality of grassroots staff in agricultural and pastoral areas are low.From the perspective of the target group,poor households have low financial literacy and weak self-development capabilities.From the perspective of environmental factors,adverse natural conditions have made it difficult to reduce poverty,the traditional industry has a limited driving effect on poverty alleviation,and imperfect financial service network restricts the effectiveness of policies.Finally,combining the causes of the problem,the article proposes corresponding countermeasures from four aspects: policy itself,implementing agency,target group,and environmental factors.To a certain extent,this article enriches the research results of the implementation of financial targeted poverty alleviation policies,and provides a theoretical basis for the government of agricultural and pastoral areas to effectively implement financial targeted poverty alleviation policies. |
