As a national key poverty alleviation and development minority areas,Inner Mongolia Autonomous region has achieved remarkable results in the implementation of the targeted poverty alleviation policy since the implementation of the targeted poverty alleviation policy.However,the problem of poverty in rural and pastoral areas is still prominent,the scope of poverty is wide,and the level of poverty is deep,so it is difficult to get out of poverty.Effectively targeting and identifying the poor is the first step in precise poverty alleviation,and it is also the key and difficult point in achieving precise poverty alleviation.However,at present,there is no unified poverty identification standard in our region,mainly based on a single currency income,overall consideration of the "two do not worry about three guarantees" poverty eradication goal as a supplementary standard to identify the poor.This single-dimensional identification method of the poor population,to a certain extent,reduces the accuracy of identification,resulting in identification deviation.Therefore,it is of great practical significance and theoretical reference value to carry out in-depth research on aiming and identification in agricultural and pastoral areas of Inner Mongolia.In this paper,the problem of poverty identification is taken as the research object.On the basis of drawing lessons from and absorbing capacity theory,empowerment theory and fine management theory.Firstly,the present situation of targeted poverty alleviation aiming and identification in agricultural and pastoral areas of Inner Mongolia is analyzed.Combing the methods and measures taken in the identification of the poor at the present stage,we can find the problems existing in the identification of poverty.Then,referring to the MPI framework of the United Nations Development Programmed,combined with the current identification standards and poverty eradication goals in our region,10 indicators in four dimensions of assets,health,education and living conditions are selected to construct a precise poverty alleviation collimation identification model.By using Alkire-Foster analysis method,this paper makes an empirical analysis of 9 sample villages in 3 poor counties of Wulanchabu City,and finds out the priority areas for intervention under the deprivation index of poor households.The results show that the incidence of multidimensional poverty is high in agricultural and pastoral areas of Inner Mongolia,and the situation of multidimensional poverty is complex.Using income index as a criterion to identify poverty alone can't objectively and effectively judge whether farmers are poor or not.To a certain extent,it weakens the degree of poverty;the three indicators with thehighest incidence of poverty are labor health,adult education years and housing,indicating that per capita income is not the only important poverty identification index.The reason is that income poverty is only a superficial phenomenon of family poverty,the essence of poverty is to deprive human beings of their basic survival ability.Finally,combined with the results of multidimensional poverty aiming and identification,the supporting measures to improve the accuracy of targeted poverty alleviation aiming and identification in Inner Mongolia agricultural and pastoral areas are put forward.Such as constructing a multidimensional poverty index identification model,optimizing the identification program for accurate poverty alleviation,perfecting the dynamic access mechanism for the poor,and increasing investment in poverty alleviation through education and medical care,and so on.In order to provide theoretical reference and practical guidance for governments at all levels to make accurate decision-making on poverty alleviation.
