| Since the 18 th National Congress of the Communist Party of China,the Party Central Committee has led the entire party and the people of all ethnic groups in the country to put poverty alleviation in a prominent position in governance,and organized and implemented the largest and strongest poverty alleviation battle in human history,even if it encounters the new crown pneumonia epidemic.With all the difficulties that came,the task of poverty alleviation was still completed on schedule.By the end of 2020,all rural poor people will be lifted out of poverty under the current standards,and all poor counties will have their hats removed.Absolute poverty and overall regional poverty will be eliminated,and nearly 100 million poor people will be lifted out of poverty.Under the strong leadership of the Communist Party of China,socialism has given full play to its system advantages in centralized handling of major events,targeted poverty alleviation has improved the effectiveness of poverty alleviation,poverty-stricken areas have undergone a new look,the living standards of the poor have continued to improve,and their poverty governance capabilities have been continuously improved.However,the poverty alleviation has successfully concluded and put forward a new era proposition for anti-poverty work.It is equally important to consolidate the existing results of poverty alleviation and prevent the risk of returning to poverty.There are many border areas in my country’s border areas in rural and pastoral areas in ethnic minority areas.The ethnic population is concentrated and the level of economic development is backward.The poverty task is even more difficult.As the foundation and important pillar of national governance,finance should exert its governance efficiency in the anti-poverty work after the fight against poverty.This article aims to study the effects and existing problems of financial policies against poverty in ethnic minority rural pastoral areas based on theoretical research,and propose corresponding policy recommendations.This article summarizes and analyzes the literature on anti-poverty and financial anti-poverty by domestic and foreign scholars,and uses theoretical foundations such as poverty and anti-poverty theory,public finance theory,welfare economics theory,etc.,to analyze the current situation of poverty and financial anti-poverty in rural and pastoral areas in ethnic minority areas in my country.To sort out.In the process of sorting out,it is found that fiscal policies have produced certain policy effects on poverty reduction in ethnic minority rural pastoral areas.In order to further verify how various fiscal policies affect the depth and breadth of poverty among residents in ethnic minority rural pastoral areas,this paper adopts empirical methods to test and Draw the conclusion that the fiscal expenditures on agricultural support and social relief expenditures are effective in alleviating poverty.In the process of combing and summarizing,it was also found that the current fiscal policy supporting poverty reduction in ethnic minority rural pastoral areas is unreasonable in the scale and structure of fiscal expenditures,the fiscal governance effectiveness of fiscal poverty alleviation funds has not been fully demonstrated,and a stable long-term mechanism for poverty alleviation has not yet been established.Risks,and the lack of a good connection between fiscal policy and the new era after poverty alleviation.Therefore,based on the empirical conclusions and the current fiscal policy problems,the last part of this article puts forward fiscal and taxation policy recommendations for poverty reduction in rural and pastoral areas in ethnic minority areas,mainly including: optimizing the scale and structure of fiscal expenditure;optimizing investment directions,improving efficiency,strengthening management,Establish a performance appraisal system to give full play to the fiscal governance effectiveness of fiscal poverty alleviation funds;establish a stable and long-term mechanism for poverty alleviation by deepening the supply-side reform of poverty alleviation,improving the response mechanism for poverty-returning risks,and establishing a long-term population assistance mechanism;and by improving absolute poverty and relative poverty,The effective connection of urban poverty and rural poverty,poverty alleviation and rural revitalization to achieve an effective connection between the post-anti-poverty era and fiscal policy.The countermeasures and suggestions put forward in this article have important practical significance for answering the new era propositions of anti-poverty work. |
