Study On Models And Strategy Of Foresty Alleviation Of Poverty In Langxi County,Anhui

Precision poverty alleviation is an important strategic measure in China.Its main task is to solve the deep-seated poverty problem.At the same time,it also guarantees the realization of the goal of poverty alleviation in poverty-stricken areas by 2020.There are 592 national key counties with poverty in China,496 of which are located in mountainous areas.More than 85%of the reserve land resources in these areas are suitable for forestry development.It can be seen that poverty alleviation in forestry is an important part of poverty alleviation,and the implementation of poverty alleviation in forestry is of great significance.Therefore,forestry can play its own advantages and play an important role in the current work of poverty alleviation.Forestry poverty alleviation insists of combining precise poverty alleviation development with ecological civilization construction.It vigorously strengthens infrastructure construction in poverty-stricken areas and speeds up the development of ecological industries.Poverty alleviation in forestry includes carrying out key forestry ecological projects,selecting and employing ecological forest protectors,developing forestry characteristic industries and under-forest economy,and developing forest tourism.Especially,it plays an important role in promoting and improving the ecological environment of poverty-stricken areas by industries of poor households,and contributes great positive energy to win the battle against poverty.The author has worked in the Forestry Bureau of Langxi County and the Poverty Alleviation Office of Langxi County successively.has his own profound understanding and thinking on poverty alleviation work at the county level,especially the poverty alleviation work in forestry.At the same time,the author also found that there are some problems in forestry poverty alleviation,such as imperfect mechanisms and narrow channels of poverty alleviation.This study takes Langxi County,Anhui Province as an example.It systematically and comprehensively expounds the great significance of forestry poverty alleviation.In the main content,this paper introduces the economic and social development of Langxi County in recent years,and the work carried out around poverty alleviation and fortification.It particularly elaborated on the current situation of forestry resources and the development of poverty alleviation work in this county.In terms of research results,this paper summarizes six modes of forestry poverty alleviation.That is to say,they are scientific formulation of forestry poverty alleviation program,implementation of forestry ecological poverty alleviation,implementation of forestry industry poverty alleviation,comprehensive implementation of forest tenure reform,reform and construction of poor forest farms,and forestry poverty alleviation science and technology services.At the same time,it analyses four problems facing poverty alleviation in forestry.These problems are the construction of institutions and teams,the subsidy of ecological poverty alleviation,the poverty alleviation of forestry industry,and the incomplete development of the work of ecological forest protection workers.In order to further improve the effectiveness of forestry poverty alleviation and bring the potential of forestry poverty alleviation into full play,this paper puts forward six suggestions for the current forestry poverty alleviation work in this county in light of the actual situation.The following are six specific suggestions:strengthening the construction of institutions and personnel,developing feasible forestry reward and compensation policies,consolidating the foundation of forest tourism,deepening the reform of forest tenure system,improving the quality and efficiency of key forestry projects,and deepening the reform of collective forest ownership system,.In this study,some suggestions for future research on precise poverty alleviation are made.The author hopes that this paper can provide an effective reference for the work of poverty alleviation and fortification in Langxi County.
