As China’s population aging continues to intensify and the proportion of middle-aged and young people continues to decline,family pension relying solely on children and relatives in the past has become difficult to maintain,and home-based pension,as a pension model combining the advantages of family pension and institutional pension,is the mainstream of the development of pension services in the future.The ideal home-based elderly care not only retains the lifestyle of the elderly living at home,but also relies on the community.Professional institutions provide diversified elderly care services at home,and the government leads and coordinates through laws and regulations and financial means.However,at present,China’s home-based elderly care is in the primary stage of development,the overall level is low,the level is uneven in different regions,the elderly care service system is not perfect and lacks security,which seriously restricts the home-based elderly care model from playing its due role.In view of this phenomenon,this paper comprehensively uses the relevant theoretical achievements of welfare economics,psychology and architecture.Among them,the "Pareto improvement" in the thought of welfare economics is the core theoretical basis of this paper-that is,the home-based elderly care behavior is regarded as an economic behavior participated by multiple social relations,including family members,market institutions and neighborhood communities,Analyze the contributions and demands of all parties in the pension economic behavior.Using the masno psychological hierarchy theory,this paper classifies the needs of the elderly,and studies how elderly care,and meet the different needs of other participants such as family members,market institutions and neighborhood communities under the reasonable intervention of the government achieve Pareto improvement.Further,Taking Hangzhou as an example,explore the future home-based elderly care behavior model suitable for the aiming at Pareto improvement.The analysis shows that the lack of fitness for old age of existing houses in Hangzhou is the most key problem that hinders the Pareto improvement of home-based elderly care behavior.Based on the existing housing conditions in the elderly population gathering area of Hangzhou,according to the needs of the elderly at different levels: safety and convenience facilities,family communication space,social communication space and medical escort conditions,puts forward the transformation strategies in each aspect,and analyzes the needs that the transformation can bring to other elderly care participants,Different transformation schemes are designed for a specific house type and the characteristics of different elderly families living in it.The conclusions of this paper include: home-based elderly care behavior is a market economic behavior deeply involved by the government.Only by taking into account the interests and needs of different participants of home-based elderly care and forming a complete industrial chain can we maximize the overall welfare;Suitable housing for the elderly is the most important hardware guarantee to maximize the welfare of home-based elderly care;The transformation of old houses should not only meet the needs of the elderly,but also adapt to the behavior patterns of other participants and protect their interests.The research results can home-based elderly care model in the future,and provide reference for the aging transformation of such houses in the future.
