As an important means to solve the problem of the shortage of urban land,the prominent contradiction between man and land,the low efficiency of land input and output,the redevelopment of inefficient industrial land has become the focus of the current academic research.This paper takes Suzhou Industrial Zone as the object of study,summarizes the methods of identifying inefficient industrial land types,and works out the framework of the low efficiency industrial land redevelopment planning on the base of the joint stock cooperative system.First of all,this paper studies inefficient industrial theories and practices at home and abroad.This paper also focuses on the inefficient industry land in Ji'nan as the representative of the traditional administrative power under the auspices of the land development mode and the inefficient industry land in Shenzhen as the representative of the market forces under the auspices of the land redevelopment pattern.Shenzhen model can greatly mobilize the enthusiasm of the market,more fully tap the potential value of land,with greater reference value.Secondly,based on the detailed investigation of Suzhou Industrial Zone industrial land,this paper from three dimensions of construction,intensive,inefficient industrial planning,divides three types: has not built,industry update,inefficient use,and discusses the common problems of inefficient industrial use to develop,the key is that land property rights conflicts and constraints,rooted in the nature of collective ownership of rural land to adapt to various changes and the impact of city system.Finally,this paper bases on the dilemma of redevelopment planning of Suzhou Industrial Zone inefficient industrial land,works out the development planning framework as the core of joint-stock cooperative system,mainly including the introduction of joint-stock cooperative system,it rationalizes the land value-added income distribution after the redevelopment;introduction of redevelopment unit,it can help to establish a systematic development and operation mode which includes all parties and the introduction of flexible land system;to deal with the redevelopment process of a major controversy plots.
