Industry is an important part of economic development.Industrial parks are the agglomeration carrier of urban industrialization and complement the process of urbanization.To date,the leading industry in China’s industrial park has changed from traditional manufacturing and processing industry to promoting high-tech R & D industry.The market of traditional enterprises in bulk processing has disappeared,and the market for energy-saving,environment-friendly,high-tech and refined products is in short supply.Our country is in the process of incremental planning to stock planning and industrial city to consumer city.Urban construction has changed from incremental construction to stock transformation.Urban functions have changed,and replacement consumption has replaced what is just needed.Industrial parks on the edge of the city occupy the dominant position with the urban sprawl.In the new urban plan,new functions have been set up for the land where the industrial park is located.The transformation and upgrading of existing industrial parks is the trend of urban development in the future.The renewal of existing industrial parks is an extremely important part of urban renewal,but there is no targeted evaluation system.It is very urgent to accurately evaluate the existing low utility and put forward an updated strategy to reintroduce the low utility which can no longer create efficiency into the urban development track to take over some of the new functions of the city.Through the theoretical and practical research on the renewal of industrial parks,the low-utility evaluation system of industrial parks is constructed.The low utility land studied in this thesis is the industrial land with low efficiency in social,economic,environmental and land use.According to the assessment scores,the inefficient land is divided into three types: preservation and improvement,demolition planning and redevelopment,and conversion of land nature.From the two levels of urban and industrial parks to carry out strategic research,put forward optimization methods,formulate updated policies and implement financing.In the end,taking Handan National Industrial Park as an example,this thesis makes an empirical test of the low-utility evaluation system and renewal strategy of the existing industrial park,improves the function of the city,and provides a scientific and effective evaluation system and strategy for the renewal of the industrial park.
