Study On The Problems And Countermeasures Of Illegal Operation Of Passenger Transport In Funing County

With the improvement of living standards,people’s demand for travel has changed,no longer satisfied with the past,as long as they can "walk",but also "safe,comfortable and convenient".The travel mode provided by the traditional road passenger transport industry obviously can not meet people’s expectations,thus opening the door for illegal operation.In recent years,the rapid growth of private cars has provided a material basis for illegal operation.All kinds of taxi platforms and wechat group chat are full of illegal business information,and mobile Internet technology provides convenient conditions for illegal business activities.Illegal operation is becoming more and more serious.Illegal operation usually uses "door-to-door" and "point-to-point" modes of transportation,which,to some extent,meets people’s requirements for convenient and efficient travel.However,it violates the rights and interests of regular and legal road transport operators,and causes great harm to the safety production order of the whole society.The governance of illegal operation has always been the unremitting work of the government and relevant functional department heads,but it has always been in the strange circle that chaos must be dealt with when it is extremely serious and chaos must be dealt with after it is dealt with.Especially after the personal infringement cases on didi platform and the "5.15" serious road traffic accident in Xianyang,Shaanxi Province,the society has paid more and more attention to the management of illegal operation.This paper takes the current situation and dilemma of the governance of the illegal operation of road passenger transport in Funing County as the research object,and takes the cases of illegal operation in recent five years as samples to sort out and analyze the governance mechanism of the illegal operation,the regulation of the road passenger transport industry and the current situation of administrative law enforcement in Funing County,However,it can not effectively curb the growth of illegal operations,and the governance of illegal operations is often in trouble.This paper deeply analyzes the causes of the Governance Dilemma of illegal operation in Funing County,and finds that the governance subject is single、Joint law enforcement is difficult to be sustained,the construction of law enforcement team lags behind,the lack of investigation and evidence collection means,and the governance effect cannot be demonstrated,which leads to repeated failures in the governance of illegal operations;However,under the excessive regulation of the government,the road passenger transport industry can not quickly adapt to the market demand,leaving room for illegal operation.On this basis,this paper uses the governance theory and public service-oriented government theory to put forward countermeasures and suggestions for the current illegal operation governance to get rid of the predicament: optimize the illegal operation governance system by improving the organizational system,establishing and improving the legal system,and changing the governance value concept;To optimize the control measures of road passenger transport industry,we should promote the reform of "release management and service",innovate the supervision mode,and make up for the short board of service;By improving the quality of law enforcement team and using scientific and technological means to solve the law enforcement difficulties,we can optimize the administrative law enforcement of illegal operation governance.
