Research On The Improvement Of Administrative Service Level Of Guangzhou MSA

Since the 18th CPC National Congress,the CPC Central Committee has attached great importance to the modernization of China’s governance system and capacity,stressing the need to comprehensively deepen reform and build a "service-oriented government that the people are satisfied with".In further transform government functions,the MSA work around the water traffic safety regulation center,to carry out the comprehensive deepening reform,to accelerate the transformation of government functions,to improve its management and service ability,to build Sea power service,to build the people’s satisfactory service maritime.Advocated by the MSA in the department of transportation comprehensive management under the situation of service capability,administrative service center of Guangzhou MSA how to break through the existing obstacles and problems,to achieve sustainable development,to improve the ability of g administrative services,to achieve self-improvement,active service national strategy,to serve the local economic development is an important subject to be solved.This paper takes the Guangzhou MSA’s Administrative Center as the research object,and studies the problems encountered by the Guangzhou MSA in the process of improving the level of maritime administrative services,the causes of the problems,and the innovative methods in the reform process.Through the study of these issues,it aims to promote the improvement of administrative service level of the Guangzhou MSA.This paper applies the "new public service theory" and the "service-oriented government" theory,obtains the corresponding research resources through the field investigation method,literature analysis method and comparative analysis method,and studies how to improve the level of administrative service of Guangzhou MSA.Article expounds the new public service theory and service-oriented government theory,the basic connotation and its practice in the maritime administrative service,analyzes the present situation of Guangzhou MSA administrative service development,discovered the maritime administrative services exist in the service consciousness is not strong,and to delegate implementation does not reach the designated objective,inadequate informationization support and assurance services,personnel’s service capability is not strong,and supervision of administrative services needs to be strengthened.Through the theoretical analysis,and draw experiences from the British government to advocate the "one-stop" service mode and other advanced experience,at the same time reference "informed commitment system" of Shanghai MSA,"to run once time" of Zhejiang MSA and "beautiful affairs window" of Jiangsu MSA for the convenience of measures,summarizes how to improve the administrative service level of Guangzhou MSA.This paper puts forward five Suggestions:first,to practice the service concept of "people-centered";second,to further promote the "one-stop handling" of maritime administrative services;third,to improve the "Internet plus government services" model;fourth,to build a first-class administrative service team;fifth,to improve the supervision mechanism for handling administrative service.Among them,the "one-stop service" of maritime administrative service is the innovation point of this paper.It is hoped that this paper can provide theoretical guidance and reference for the improvement of the administrative service level of Guangzhou MSA,and in practice provide high-quality and satisfactory maritime administrative services for the strategy of sea power,the construction of Guangdong-Hong Kong-Macao Greater Bay Area and the development process of national free trade area.
