Study On Illegal Construction Governance In Shanghai Huangpu District

With the rapid improvement of Chinese urbanization rate,the constantly emerging illegal constructions in large and medium-sized cities have become one of the urban problems that the government and the people have trouble.Illegal constructions,to a certain extent,have brought great security risks to residents’ lives,but also brought challenges to the comprehensive urban governance.Therefore,to improve the current efficiency of dismantling will greatly improve the whole social environment and residents’ living standards.Although there have been many researches on the problem of illegal construction at home and abroad,most of them focus on the legal theory,property right attribute,macro governance and other levels,and rarely see in-depth discussion on the microscopic process of first-line law enforcement.Therefore,on the basis of sorting out and summarizing the previous theoretical research,and on the basis of specific work examples,the author adopts the research method of combining theory with practice,and draws some conclusions with practical significance and reference value.In accordance with the overall research idea of "literature research--theoretical analysis--interview and questionnaire survey--summary and suggestions",this paper,on the basis of summarizing previous studies and related theories,first analyzes the current situation of illegal buildings in X Street,Huangpu District,from the perspective of meso-view and micro-practice,including the general situation of population and economic development in X Street,the current situation and characteristics of illegal buildings.The present situation of governance is summarized from the governance basis,organizational structure and concrete governance actions of illegal constructions.In addition,through interviews and questionnaires,the paper deeply analyzed the existing problems and causes of X Street governance,including the unfavorable supervision and coordination caused by the defects of mechanism design,the lack of public participation caused by the psychology of the masses’ economic interests first,and the difficulties of removing illegal construction caused by various historical problems.After a profound analysis,the author puts forward a number of improvement measures and countermeasures,including strengthening the coordination of the illegal building governance system,promoting the collaborative participation of various participants and improving the optimization of governance methods,so as to smooth the rectification of illegal construction,which can not only benefit the people,but also add bright color to the city environment.
