Since the reform and opening-up,China's rate of economic growth has been increasing and the urbanization process has been accelerating.At the same time,the problems of urban planning and management have not received the attention they deserve.In recent years,with the increasing public demand for quality of life,people have begun to pursue a better and more beautiful living environment,and the country has elevated the concept of scientific and sustainable urban development to a new height.Illegal constructions,as a chronic disease in current urban management,are increasingly receiving the attention of the people.At the beginning of 2016,the State Council of the CPC issued the "Several Opinions on Further Strengthening the Management of Urban Planning and Construction".The document mentioned that "the problem of illegal constructions is prominent" in China's urban construction management.It can be seen that although the government have continuously increased the governance of illegal constructions in recent years,the spread of illegal constructions has still not been solved very effectively.Most of the scholars in our country study the problem of illegal construction governance from the legislation or law enforcement.Few people study the impact of illegal construction governance mode itself on illegal construction governance.Therefore,this paper hopes to find the problems in the illegal constructions' governance mode at grass-roots government through case analysis.At the same time,combining with the governance experience of other countries and regions and the relevant governance theory,to provide some suggestions for improving the current situation of illegal construction governance from the view of changing the governance mode of illegal construction.Based on a large amount of literature review,this paper determines that the governance subject,the governance object,the government behavior and the governance tools are the four main elements of governance mode.Taking Zhangyan Town in Jinshan District of Shanghai as a typical case,this paper introduces its governance mode of illegal constructions.And an analysis of the current situation of illegal constructions governance in Zhangyan Town have done by interviewing the staff of the government and the residents in the town or villages.The study found that the government's investment cost is too high in illegal constructions governance.On the other hand,the citizens' demand of illegal constructions still exists and they often take chances.In additional,both the government or the citizens challenge to the authority of the law.From the perspective of the four elements of the governance model,this paper analyzes the causes of the above problems: Firstly,the single governance subject;Secondly,the government's behavior is based on management,but neglects the service;Thirdly,the governance tools tend to use power,and weaken the role of law.Therefore,based on the theory of multi-center and coordinated governance,this paper compares the existing governance mode and the multi-center and coordinated governance mode,and analyses the advantages of multi-center and coordinated governance mode in the governance of illegal construction.Further explore the logical strategy of the transformation from the existing governance mode to the multi-center and coordinated governance mode.At the same time,drawing on the advanced experience of illegal constructions governance at home and abroad,proposing several feasible policy recommendations: Firstly,cultivating multiple governance subjects;Secondly,strengthening the construction of a service-oriented government;Thirdly,improving the relevant laws and systems.
