| A complete highway operation network is an important manifestation of a country’s economic development and comprehensive strength,and plays an extremely important role in the development of social economy.Since 2020,the resettlement of Ningxia’s highway construction administrative law enforcement agencies,the reintegration of law enforcement teams,and the reorganization and allocation of functions have brought about fundamental changes in the administrative law enforcement model of Ningxia’s highway construction.In this context,it is of great practical significance to deeply study the actual effects and existing problems of administrative law enforcement in the field of highway construction in Ningxia and put forward constructive policies and suggestions.In addition,the research in this field also has certain theoretical significance for the promotion of administrative law enforcement research in the field of road construction after the reform of comprehensive administrative law enforcement,and for further deepening the reform of administrative law enforcement in the field of road construction in Ningxia.This paper focuses on the issue of administrative law enforcement in the field of highway construction in Ningxia.Based on the theory of holistic governance and law-based administration,a large amount of research materials have been obtained through extensive literature review and field interviews.The data accumulated in the administrative law enforcement work deeply discussed the current situation of administrative law enforcement in the field of road construction in Ningxia.The study found that the current administrative law enforcement in the field of road construction in Ningxia is "not perfect in the law enforcement system,unclear in the boundaries of powers,not smooth in the work process,and professional skills.Insufficient strength" and other issues.On the basis of further analysis of the causes of the above problems,from the perspective of holistic governance theory and law-based administration theory,the countermeasures for improving administrative law enforcement in the field of highway construction in Ningxia are summarized from four aspects,that is,to improve the top-level design and promote the law enforcement system Unity;clarify the boundaries of powers,solve the fragmented governance of functions;smooth the work process,realize the further integration of functions;strengthen the construction of administrative law enforcement teams and improve law enforcement capabilities. |
