Research On The Problems And Countermeasures Of Overloading Transportation Of General Freight Vehicles Under Comprehensive Administrative Law Enforcement Reform

Freight vehicles overrun overload transportation as road transportation illegal behavior,as the road transportation in China is gradually replaced water transport and rail transport as the main mode of transportation and showed growing trend,already upset the order of the transportation market,and serious damage to the highway facilities,lead to the occurrence of safety accidents,serious damage to the life and property safety of the masses.In the 1990 s,China officially put the management of freight vehicles overloading on the agenda,and introduced a series of laws,regulations and regulations,and many times carried out special rectification action nationwide.It has achieved a certain effect,but there is still a long way to go to fundamentally solve this problem.In 2015,P City carried out the pilot reform of comprehensive administrative law enforcement according to the arrangement of the superior.As the content of traffic law enforcement,freight overload was divided from the transportation Bureau to the newly established comprehensive administrative law Enforcement Bureau.Under the new responsibilities and leadership of the new organization,the management of freight overload in P City is facing new challenges.Taking P transfinite governance overload of general cargo vehicle as an example,through the analysis of data,in-depth freight source visits,and law enforcement field observation and in-depth communication with law enforcement officers,employees,to master the status quo of P general cargo vehicles overrun overload governance,analysis the employees understanding of general cargo vehicle transfinite governance overload and attitude,And on this basis,draw lessons from domestic and international freight overrun overload management work experience and results,combined with the special geographical environment of P and transfinite governance overload work actual situation,from the aspects of law enforcement and protection mechanism system,the P transfinite governance overload carried on the thorough analysis of existing problems,analyzed the root cause of these problems,And from the perspective of improving the governance system,improving laws and regulations,strengthening law enforcement and guarantee,actively explore the countermeasures to further do a good job in the control of overloading of ordinary freight vehicles,in order to promote the control of overloading of ordinary freight vehicles in P City to achieve breakthrough progress.The innovation of this paper lies in the analysis with P city as the entry point.As the comprehensive administrative law enforcement reform pilot city,P how integrating a number of department law enforcement after with unit of former jurisdiction for the division of responsibilities,how law enforcement cooperation with relevant unit,how to make the object recognition law enforcement behavior of the new law enforcement is the need to solve practical problems,and to carry out the comprehensive administrative law enforcement reform cities need to solve the problem,The study on the control of overloading after the comprehensive law enforcement reform in P City can provide experience and lessons for other cities to control overloading after the comprehensive administrative law enforcement reform,and to a certain extent,avoid the dilemma of crossing the river by feeling for stones.
