Research On The Governance Of Illegal Buildings In Xi’an City

Along with the rapid economic and social development and rapid urbanization of Xi’an,a large number of illegal buildings have been generated,and a growing trend is emerging.Illegal buildings destroy the living environment,breed potential safety hazards,cause contradictions and disputes,hinder urban and rural construction,affect urban transformation and upgrade,damage fairness and justice,and have great social harm.They have become a tumor that restricts the economic and social development of Xi’an.How to effectively manage it is an important issue in urban management of Xi’an.This article takes Xi’an as the research object,and conducts corresponding investigations and studies on the actual governance of illegal buildings in Xi’an through interviews,questionnaires and the effective use of literature research methods.Through investigations,it can be seen that currently,in Xi’an City,there are problems in the governance of illegal buildings such as inadequate coordinated work,single-sided law enforcement methods,serious excuses during law enforcement,and violent resistance to the law.The main reasons for these problems are due to imperfect relevant legal systems,unsound law enforcement caused by joint law enforcement,and imperfect information sharing mechanisms.In response to the above-mentioned problems,under the guidance of new public management theory and collaborative governance theory,this article puts forward countermeasures and suggestions to improve the governance of illegal buildings in Xi’an,including improving laws and regulations,improving governance systems,increasing coordination in joint law enforcement,and Improve the communication mechanism.The author hopes that through the research of this article,it can provide valuable countermeasures and suggestions for improving the governance level of urban illegal buildings in Xi’an.
