Research On The Collaborative Governance Of ’Five Water Co-governance’ In Hangzhou

Water is one of the most important issues for human’s sustainable development.In general,water resources in China have such features as huge amount,little per-capita,unbalanced distribution and structural shortage.In the South of China where the economy developed firstly,the extensive economy initially brought the unbalance between the economic development and ecological civilization development.In 2005,Xi Jinping,the former Secretary of Zhejiang Provincial Committee of the CPC,investigated Anji in Zhejiang Province and then initiated that Lucid Waters and Lush Mountains are Invaluable Assets.At Nov.,2013,the Forth Plenary Session of the 13th CPC Zhejiang Provincial Committee then initiated to force the economy transforming and upgrading by a breakthrough of Five Water Co-governance.The Five Water Co-governance was also treated as a key point to improve a new round of Zhejiang development and a strategy to rebuild Zhejiang development advantages to Build a Beautiful Zhejiang and Create a Better Life.Five Water Co-governance refers to sewage treatment,flood prevention,drainage optimization,water supply and water saving.Like other environmental projects,it has great relations to the ecology,transformation and livelihood so that one slight move in one part may affect the whole.The leaders of Zhejiang Provincial Party Committee and Zhejiang Provincial Government led the officials and people to start a long-term fight against the water issues aiming at all areas,all progresses and all individuals.And the governance network was developing through the coordination of the government and the society.This research,based on the theory of collaborative governance,focuses on the Five Water Co-governance at Hangzhou with literature research method,interview method and case study method to do a study on the Five Water Co-governance of Hangzhou and its cooperation relation and the collaborative governance of Gudang Subdistrict.Hangzhou makes the mechanism a guarantee,makes the project a method and makes the participation a way to build a collaborative network in the Five Water Co-governance.The network is also built in the subdistrict.Meanwhile,the research has found that there’re two problems during the co-governance process of Hangzhou,such as a low participation of society and enterprises for the policy decision and different purposes on governance.However,the defects cannot obscure the virtues.Hangzhou Five Water Co-governance has gained a certain success in recent years and its experience and measures of the collaborative governance have provided reference for modern governance.So,to study the collaborative governance of the Five Water Co-governance,especially the relations and mutual functions between the government and the society,is to provide a solution to promoting the effect of governance and enhancing the sustainability of governance.This essay focuses on collaborative governance of the Five Water Co-governance.The framework and the main contents are as follows:the first chapter is an introduction to put forward the issues,the research significance,the current situation of research home and abroad,the thoughts and the measures to do the research.Chapter Two firstly explains the Five Water Co-governance in details including its source,policies and progress,and then gives an introduction of the basic theory of collaborative governance.Chapter Three focus on the research of the collaborative governance between government and society during Five Water Co-governance in Hangzhou,Zhejiang Province,giving an explanation to the situation and the relations for the co-governance,and then makes an empirical research on a case of Gudang Subdistrict in Hangzhou.In the last of this chapter,it puts forward and analyses the existing problems of the governance.Chapter Four is about the solutions to the realistic problems mentioned in the former chapter and provides the suggestions to stimulate the participation of policy decision and unify the purpose of the governance.The last chapter is related to a conclusion and a further vision for Five Water Co-governance in Hangzhou.The main innovation of this article is to put the study on collaborative governance into a case of Five Water Co-governance in Hangzhou and highlights the analysis of coordination between government and society.It gives specific solutions to the emerging problems from the reality with the vision of collaborative governance.The core of innovation is to study a society issue from a small point such as the collaborative governance.It aims to supply the access to the maintenance of the Five Water Co-governance and to promote the governance,innovate the measures and sustain the effect.
