| With the ongoing progress of urban-rural integration,the divisions between rural and urban areas in Yueqing City are steadily diminishing,leading to a new phase of development for both urban and rural construction.The rapid socio-economic growth has given rise to numerous Illegal buildings,which have gravely affected the city’s landscape and living environment,impeding further urban advancement.Despite some accomplishments in the management of Illegal buildings in Yueqing City,the urgent challenge faced by the local government is to enhance the demolition of illegal structures,overcome the constraints of partial and imbalanced demolition,and solidify the achievements of "No Illegal Buildings."This study analyse the SFIC model based on collaborative governance theory,resulting in a research framework for the SFIC model of illegal building collaborative governance.Focusing on the current situation and characteristics of illegal buildings in Yueqing City,we first analyze the existing collaborative governance status.Next,we conduct an in-depth analysis of the risks and challenges in the political,economic,and social environment aspects of illegal building collaborative governance.We consider factors such as weak construction of multiple subjects,insufficient government leadership,unscientific institutional design,and inadequate collaboration among governance entities.Our analysis is based on the perspectives of external environment,Starting Conditions,Facilitative Leadership,Institutional Design,Collaborative Process.Drawing from the successful experiences of Ningbo Yinzhou District,Hong Kong,Singapore,and the United States in the collaborative governance of illegal buildings,we propose strategies and suggestions to address these challenges.These recommendations aim to create a positive political,economic,and social environment,improve mutual trust among multiple subjects,stimulate leadership potential,perfect institutional design,and enhance collaborative process mechanisms. |
