In the process of urbanization,illegal construction has gradually become an "urban disease" that restricts the city development.Illegal construction is caused by individuals occupying public land resources and urban space to construct buildings for personal gain without obtaining approval,which greatly endangers the public interests.In the academic research on the governance of illegal buildings,many scholars have provided governance suggestions from the perspectives of legal design,urban management and law enforcement,policy optimization,etc.,but few have paid attention to the coordination in the governance of illegal buildings.With the help of collaborative governance theory and SFIC model,this paper analyzes the collaborative governance practice of illegal buildings in Nanning,and puts forward countermeasures and suggestions to optimize the collaborative governance effect of illegal buildings.In this paper,Nanning City’s current illegal building collaborative governance effect as the research object,with SFIC model as the analysis framework,select a typical case of Nanning City to show the dilemma of collaborative governance.First,the main body outside the government is not fully involved,the government thinking has not changed,still use unary management way.Secondly,the effect of collaborative governance is not up to expectations,leading to the decline of government credibility.Thirdly,the asymmetry of power and responsibility.Some departments with greater responsibilities have less power and cannot give full play to their leadership.Fourthly,inappropriate collaborative behavior will cause negative external impact.The study concludes that the optimization of governance effect should start from the standardization of governance mode operation,give full play to the government-led and multi-party participation of the governance mode,and eliminate the adverse factors affecting the governance operation.According to the above research conclusions,combined with the analysis framework of SFIC model,based on the case analysis,this paper proposes the path to optimize the current collaborative governance mode of illegal buildings in Nanning.First,the government should balance the relationship between various subjects,through changing the governance concept,streamlining administration and delegating power and adjusting the interests of various subjects to create a good collaborative environment.Secondly,by clarifying the rights and responsibilities of governance subjects,improve the collaborative leadership of government leading departments by improving the norms of collaborative governance subjects and strengthening the leading and coordinating role of government functional departments.Thirdly,strengthen the subject communication and system design of scientific,promote the participation of the subject and the full exchange of resources.Fourth,attach importance to improving the collaborative process,and form a virtuous cycle of collaborative governance by optimizing governance decision-making,strengthening process evaluation and cultivating the ability of public participation.This paper can broaden the research scope of the application of collaborative theory,verify the practical analysis effect of SFIC model in the field of illegal building governance,and put forward the countermeasures and suggestions to optimize the governance effect under the path of government-led,multi-subject cooperation governance,and provide reference for the governance of other cities...
