Governance Research On Illegal Buildings Of Lucheng In Wenzhou

In the process of urbanization in Wenzhou,illegal buildings began to "take advantage of the emptiness".With the continuous restriction of urban land resources,illegal buildings gradually increase aggravated.Illegal buildings in the form of expansion,reconstruction and additional construction are common and even increasingly fierce.With the deepening of urbanization in Wenzhou,the harm and complications of illegal buildings are increasingly apparent,which will hinder the coordinated and sustainable development of Wenzhou’s social economy to some extent.Therefore,the management of illegal buildings is a crucial battle for urban development.How to deal with illegal construction in Wenzhou has become the most important task for Wenzhou Government and relevant departments to overcome difficulties in the process of urbanization development in recent years.Under this background,from the perspective of comprehensive administrative law enforcement,based on the actual situation and governance system of illegal buildings in Lucheng District of Wenzhou City,the author analyzes the causes and difficulties of illegal buildings in Lucheng District of Wenzhou City,and finds that the existing governance system and process of illegal buildings in Lucheng District exist the internal and external problems as below: First,the concept of governance is backward,and the contradiction of demand is prominent;Second,the main body of governance is confused,and the social participation is absent;Third,the governance mode is single,and lack of flexible innovation;Forth,the governance system is unsmooth,and the management and control efficiency is low.On this basis,based on the law of illegal building governance and collaborative governance theory,the following countermeasures and suggestions are proposed: First,advocate the concept of collaborative governance,and take into account the needs of social security;Second,clarify the main body of government governance,and guide multiple collaborative participation;Third,adopt multiple governance means,and innovate governance methods;Forth,improve cooperative governance mechanism,and perfect multiple governance management and control.
