How to cope with five major influencing factors(incl.people,machine,materials,method,and environment)in the construction of hydraulic engineering is determinant in the success of a project.Costs of materials and equipment account for about 60%to 75%of the total cost of the hydraulic construction,of which,costs of materials for the engineering entity occupy an absolute amount.Based on this,a higher demand has been proposed towards materials management in the hydraulic construction engineering;especially those large-scale hydraulic projects characterized by various points,long lines and extensive planes have a great difficulty in materials management,high risk of materials management and loose control of materials.The significant integrated risk in the project materials management has increased the construction cost and severely restricted the progress of hydraulic engineering.Since the large-scale hydraulic engineering has high investment,large proportion of material procurements,and massive procurement quantity,the construction speed of the hydraulic engineering can be remarkably enhanced with construction costs saving and profit margins lifting by means of strengthening the management and control of materials management risks,lowering the risk of project materials management,improving the process and accounting system of materials management,and avoiding the risks of material procurement and on-site management of materials.In this paper,the Central Yunnan Large-Scale Water Diversion Project was taken as an example to discuss and study the theory and the methodology of materials management risks in large-scale hydraulic construction projects on the basis of referring to related articles at home and abroad.And literature survey and brainstorming were employed to identify risks in the material management process in the risk identifying stage.Next,a grading system(0 to 10)was adopted in the risk assessment stage to quantificationally analyze the probability of risk occurrence(or frequency)and the control degree of risk management in the project.Moreover,recommended solutions were raised specifically for result identification and assessment in the risk treatment stage.Finally,changes in risks were also tracked and monitored in real time according to the node schedules of the established material supply control process and fund payment process.Risks exposed in the materials management of the Central Yunnan Large-Scale Water Diversion Project have been identified and assessed through analyzing the problems concerning risks being confronted with the materials management of the project.On this basis,specific solutions have been proposed to strengthen the risk awareness,reduce mistakes in the material management of large-scale hydraulic engineering projects,and improve benefits of the hydraulic engineering project.
