The construction industry is a personnel-intensive industry with a large number of participants and a complicated project construction process.In order to raise the threshold for employees in the construction field and strengthen the supervision of the construction authorities on the employees,the employees in the construction field must hold a certificate to work.However,the shortcomings of traditional paper certificates,such as low technical content and the need for offline supervision,have led to the proliferation of false certificates,registration certificates,and company detention Certificate in the construction field.In order to fundamentally solve these problems,some provinces and cities have begun to pilot electronic certificate work.Due to the technical characteristics of the e-certificate that do not match the management system of the traditional construction industry and the lack of relevant laws and regulations,the promotion and application of e-certificates has been slow.Therefore,it is very necessary to carry out a systematic research on the influencing factors and paths of the e-certificates in the construction field in the process of promotion and application,and it is necessary to propose countermeasures.At present,scholars at home and abroad lack a systematic and comprehensive research perspective on the study of electronic certificates.The TOE framework(Technology-Orgnization-Environment framework)considers research issues from three dimensions of technology,organization,and environment,and is widely used in various innovative In the aspects of adoption and information system research,the paper studies and discusses the influencing factors and paths of the promotion and application of electronic certificates for practitioners in the construction field based on the perspective of the TOE framework.The paper first defines the concept of e-certificate for practitioners in the construction field,and analyzes its technical characteristics,management characteristics,and application environment based on this to provide a realistic basis for the identification of influencing factors;then it adopts the literature research method,Delphi method,and A hierarchical system of influencing factors for the promotion and application of electronic certificates for practitioners in the construction field was constructed with the help of an interpreted structure model.The system is a multi-level complex system,which is divided into 3 impact dimensions,4 impact modules,and 12 key impact factors.The four influential modules are the top-level factors of the four independent areas of the system and have a direct impact on the promotion and application of e-certificates for practitioners in the construction field.Then,based on the system,the paper builds a theoretical model of the influence path of the promotion and application of e-certificate for practitioners in the construction field with the help of related theoretical tools,and conducts empirical test through questionnaire survey and structural equation model.After multiple revisions of the model,Got 7 impact paths:(1)"Platform construction e-certificate promotion and application ";(2)"Technical convenience e-certificate promotion and application";(3)"System innovation e-certificate promotion and application ";(4)"Legal standard e-certificate promotion and application ";(5)Platform construction Technical convenience e-certificate promotion and application;(6)" System innovation Technical convenience e-certificate promotion and application ";(7)" System innovation Platform construction e-certificate promotion and application ".Finally,based on the results of the previous research,the paper proposes systematic policy suggestions from three dimensions of technology,organization,and environment to help the promotion and application of electronic certificates for practitioners in the construction field.The paper studies and discusses the influencing factors and influence paths of the promotion and application of e-certificates in the construction field in China,and has achieved certain results.The countermeasures proposed based on this are more systematic and scientific.It has a promoting role and provides a theoretical reference for the construction authorities to carry out related work.
